OLD BUSINESS (None) III. NEW BUSINESS A) Discussion of the Proposed Juan Bautista de Anza National Historic Trail. Secretary Rizzo will review with the Commission the proposed Juan Bautista de Anza National Trail and the proposed segment that may come through Saratoga along the southern Pacific Railroad right-of-way (SPRR). Staff is requesting that the Commission review this plan and formalize any comments on the trail alignment to the National Park Service. B) Revision of Field Reservation Fee Schedule for E1 Quito Park. Secretary Rizzo will review with the Commission the finding of a survey of surrounding cities regarding athletic field user fees. The results of the survey are that the City's current fee structure for use of the athletic fields at E1 Quito Park is far below the median fee structure of the surrounding cities surveyed. Staff is recommending to adjust the athletic field user fees for E1 Quito Park and adopt a new field use policy. C) Discussion of the City's Tennis Court Playing Time Policy. Secretary Rizzo will review with the Commission a letter recently received from Mr. Priel regarding the City's Tennis Court Playing Time Limit Policy. The Commission is to review the results of the recent telephone survey of surrounding cities and determine if the City should revise its current playing time policy. • • IV. The expedition covered many miles in Santa Clara County, traversing western areas enroute from Monterey to San Francisco, and traveling around the south end of San Francisco Bay and then through the eastern portions of the County on the return trip to Monterey from exploration of the East Bay area. The route to San Francisco enters Santa Clara County from the south on approxi- mately the alignment of U.S. Highway 101, then follows the west side of the Santa Clara Valley, in the elevated land at the base of the foothills, all the way to the County line near Palo Alto. Returning from San Francisco, the route to the East Bay exploration follows the south end of San Francisco Bay before turning north into Alameda County. On the return trip to Monterey, the route closely follows the eastern county line after entering from the north. It passes through rural San Antonio Valley, and then follows Skunk Hollow Gulch to the East Fork of Coy- oteCreek and then the main Coyote drainage and south to the vicinity of Gilroy where it rejoins the northbound route. Coe State Park Visitor Center Gilroy Hot Springs Camp #104 Recreational Trail The Anza Trail Santa Clara County Task Force is coordinating closely with the Santa Clara County Trail Master Plan Advisory Com- mittee to identify multi-use recreational trails within the historic corridor which may be marked as the Juan Bautista de Anza Na- tional Historic Trail. In the meantime, the task force has identified a potential alignment based on the 1980 General Plan now under review. This alignment is shown in the map supplement. Some trail segments identified by the task force are the following: Southern Pacific R.O.W., Campbell to Cupertino adjacent to Anza encampment site. Potential rails-to-trails project. Bay Trail segments: ^ Baylands Trail in Pato Alto and Mountain View. ^ Guadalupe River/Coyote Creek Riparian Corridor. Near Agnews camp site. Includes San Francisco Bay Bird Obser vatory, San Francisco Bay National Wild life Refuge, and Coyote Creek Riparian Station. ^ Sunnyvale Baylands Levee Trail Loop. A 4-mile loop. Marshes and ponds provide waterfowl and shorebird habitat. C~1 ' Appendix C • • ^ ^ s ^ ^ C1F2 ^ Coyote Creek Park Chain from Anderson Parkin Morgan Hill to Hellyer Parkin San Jose. The southern segment to the town of Coyote closely parallels the historic route Trails for hikers, bikers, and equestrians already exist. ^ Portions of the Stevens Creek Trail ^ The high potential trail segment within Henry W. Coe State Park. Coordination with county agencies has be- gun for an Anza Trail bicycle route. Auto Route (marked) Follow U.S. Highway 101 from San Benito Countyto SantaTeresa Boulevard to Almaden Expressway (G8) north to Interstate 280 west to Stevens Creek Boulevard (State Highway 85) to EI Camino Real north to San Mateo County. For the return from San Francisco, follow EI Camino Real from San Mateo County to San Tomas Expressway, east to Montague Ex- pressway to Interstate 680 north to Alameda County. Auto Tour (guide book) Follow State Highway 101 north from San Benito County, to Santa Teresa Boulevard past Uvas Park Preserve, Santa Teresa County Park, and Alameda Lake Park. Take Blossom Hill Road west to Los Gatos Boule- vard. Turn southwest on Los Gatos Boule- vard toLos Gatos-Saratoga Road (State High- way 9) and north toSaratoga-Sunnyvale Road (State Highway 85) to Stevens Creek Boule- vard (past De Anza College) and left to Foot- hill Expressway. Follow Foothill to Springer Road exit and connect with EI Camino Real (State Highway 82) to exit the county. On the return from San Francisco, take EI Camino through San Mateo County to Montague Expressway east to North Park Victoria Boulevard in Milpitas to Alameda County. In the eastern county, the historic return route can be followed in part, but a detour is re- quired to skirt a roadless area. Continue on Old Mines Road from Alameda County into San Antonio Valley. The road ends at private property, while the historic route continues south. Follow County Road 130 and turn west over Mount Hamilton where the road meets private property and the historic trail continues south. This road leads to Highway 101 south. A loop from Gilroy allows further experience of the historic route. Exit Highway 101 east on Leavesley to New Avenue north to Roop Road east which goes to Gilroy Hot Springs and Henry W. Coe State Park. Return on Canada Road, turn left onto Pacheco Pass Highway (152 east), then turn west on Bloomfield Avenue to State Highway 25 to Highway 101 again. Points of Interest (alternative C, not in- cluded in the proposal): ^ New Almaden Quicksilver County Park. ^ The Alameda. From highway 880 to Magnolia Street in San Jose. Established in the 1700's, it linked the Pueblo San Jose de Guadalupe, the Mission Santa Clara de Asis, and San Francisco. ^ Hotel Metropole/the Juzgado. Between South San Pedro and South Market Streets. The site of the town hall of the Pueblo constructed in 1798. ^ Tamien Station Archaeological Site and Museum. A point where the Light Rail Transit, Caltrain, and Route 87 intersect in San Jose. The museum will describe the archeological finds of an excavation of a thousand year old Native American village and cemetery. ^ Robert-Sunol Adobe. 770 Lincoln Avenue, just south of Highway 280 in old Willow Glen, San Jose. Built in 1836 by Roberto Balermino, a native California Indian. Mexican Governor Micheltorena granted Rancho Coches to Balermino in 1844. Few Indians received Mexican land grants. ^ Ohlone Mound Site. Plaque at Middlefield Road and Webster Street in Palo Alto. ^ Rengstorff Park. Located at 201 S. Rengstorff Avenue and Central Expressway in Mountain View, this park contains a reenactment marker. ^ Don Secundino Robles Park. At 4116 Park Boulevard in Palo Alto. ^ Don Jesus Ramos Park. At 800 East Meadow Drive in Palo Alto. ^ Juana Briones Park. Sincerely, __~ S anley T., bright Regional ~D rector, We rn Region Enclosure ` ~Tc~h ~ MEMORANDUM TO: Parks and Recreation Commission FROM: Bob Rizzo, Parks Superintendent DATE: January 9, 1995 SUBJECT: Proposed Revision of Field Reservation Fee Schedule For E1 Quito Park Recently staff conducted a survey of surrounding Cities regarding athletic field user fees (see exhibit A). In discussion with other park and recreation agencies, our current fee structure is far below the median fee structure of surrounding cities. Staff is • recommending to adjust the athletic field user fees for El Quito Park and adoption of a field use policy. CURRENT USE FEE The current use fee is $15 per field use for resident and $30 per field use for non-residents. There is no time limit, a team can utilize the E1 Quito softball field and soccer field all day for just a $15 fee. This fee does not cover the cost to administer the reservation process for this field. Recently, a number of organized adult softball teams were using El Quito Park field to run an organized softball league and their only cost was $15 per use per day fee. The league reserved the field for eighteen (18) separate dates from gam to 6pm each day for only a total fee of $270 for 162 hours of use which works out to a fee of $1.66 per hour. A youth soccer group uses E1 Quito Park for its program for sixteen dates for a total of 80 hours which computes to an hourly charge of $3 per hour of use. The fee charges for the surveyed group range from a high of $20 per hour to $8 per hour for a median fee rate of $12.60 per hour. C7 • PROPOSED FIELD RESERVATION FEE SCHEDULE - EL QUITO PARK Proposed fee schedule is broken into three categories; (A) Adult Organized Sports Group (organized leagues and tournaments; softball/soccer teams). (B) Youth Organized Sports Group (organized softball/soccer). (c) Picnic Groups (day use). A) Adult Organized Sports Groups (For Profit, ie Leagues and/or Tournaments) Resident $ 15 per hour Non-Resident $ 25 per hour Security/Damage Deposit $100 Provide a copy of league or organizations Certificate of Insurance which includes a clause that holds the City of Saratoga, staff and officials harmless. A security/damage deposit of $100 will be required and shall be aid when reservation is made in order to secure the date desired. • The first applicant with the deposit has the reservation. The security/damage deposit is refundable following the event if no damage occurs and the park is left in a clean condition. The individual reserving the facility shall be responsible for cost of repair of any damage to the buildings or grounds occurring during their use. The Parks Department may require that additional security be paid by any group or individual for any function. Half of the deposit shall be retained in the event of a cancellation less than two weeks prior to the event. B) Youth Organized Sports Groups Resident Non-Resident Deposit $ 5 per hour $ 15 per hour None Provide copy of Certificate of Insurance which includes the City of Saratoga, staff and officials harmless. C) Picnic Groups Resident $ 5 per hour Non-Resident $ 10 per hour • Reservation Policy: r • City of Saratoga sponsored activities have priority. The City of Saratoga may cancel or revise any field permit. Users must have a copy of the approved field permit with them when using the field. Field use is limited to the times and dates listed on the permit. Goal post, backstops, bleachers and etc. must not be moved. E1 uito Park Field Tournament Rules/Regulations 1) Applicants/groups are responsible for the following items: a) Insure that curfew regulations are enforced and that all evening activities are completed i hour after dusk. b) Provide necessary equipment and supplies. The Park Maintenance Division does not loan, furnish, or make available to any group or individual, equipment of any • type. c) Provide and contract for needed officials, staff and support personnel. At least one rated (ASA) official will be required for all tournaments to insure a quality tournament. d) Furnish liability or other insurance for the protection of the public, the City of Saratoga, and official and employee thereof as the City may require. 2) Teams, groups, participants, applicants and/or individuals found in violation of any City of Saratoga ordinances and/or use policies will be subject to one or more of the following: a) Permit revocation b) Loss of future facility use rights and privileges c) Loss of all deposit fees 3) All tournament flyers and/or league schedules must read somewhere on the handout: "This activity is in no way affiliated with the City of Saratoga or its sports programs". The main problem was the fact that, unlike in any other tennis courts in the Bay Area, privet or public, the allotted time for a Singles game is only 30 min. This does not allow players to warm up and play even one set. I have been playing tetuus for many years and I have never seen such a short time . I made a short survey and found that the .normal times are: lhr. to 75min. for Singles, and a min. of 9D min. for Doubles. The city of Santa Clara has 1 hr, and with reservations 90 min. Rather than having formal joint meetings with some of the commissions on an annual basis, the Mayor and City Manager will meet with the Chair of each commission and the staff liaison on a more frequent and informal basis. The purpose of the informal meetings is go over work plans, communications problems, and any other issues which need to be discussed. Because of this change, the Council, at their Policy Development Conference in early March, will review a list of all major assignments for the various city departments and the commissions. At that time, all assignments in effect as of January 1995 will be reviewed, revised as necessary, and further instructions will be issued. I will be submitting a list of major assignments for the two commissions which are staffed by the Public Works Department - the Bicycle Advisory Committee and the Parks & Recreation Commission. To assist me with this effort, please provide me with a list of what you consider to be your major assignments as of January 1995, and a brief summary of the status of each assignment. If you have determined that there are some new activities which you wish to undertake in 1995, you may also list these for the Council's review in March. Beginning with the next quarter after the Council's policy conference, and at the first adjourned meeting of each quarter thereafter, the Council will review with staff the status of major goals, objectives and programs set out by the Council for the organization to achieve. This will include major assignments delegated to the commissions. It is also the Council's intention that any new assignments proposed by a commission or the staff be reviewed by the Council on a quarterly basis, and instructions given as to whether the organization is to proceed to undertake any r • such new assignments, the commitment of staff time to be expected, and the impact on any current assignments.
