January 26, 1994

ACTION MINUTES
I. Call to Order _.
The meeting was called to order at 7:35 p.m.

Commissioners present: Grantham, Martini, Skow,
Towse
Commissioners absent: Ceppos, Peacock
Visitor: Dick Barr
III. Report on Posting of Commission Agenda
The agenda was posted on January 20, 1994.
IV. Agproval of Minutes of December 1, 1993, Meeting
The minutes were approved as submitted.
V. Old Business
A. Foundation .
Chair Sally Towse reported that the planning
committee of the Foundation was beginning to
work on bylaws and board development. The next
meeting is February 9, and the committee will

be working on bringing in additional people.
VI. New Busine
A. Discussion of Follow-up Tasks from January 11
Joint Meeting with City Council
Chair Towse reviewed the memorandum from City
Manager Harry Peacock regarding information
which the Commission was requested to provide
~to the City Council.
County Librarian Susan Fuller reported on
the status of the County/City Managers '
meetings regarding the proposed JPA and
advisory vote on formation of a County
Service Area. She also discussed the various
funding levels which are being considered, and
how they relate to the quality and quantity of
library service.

B. Development of Model Library Service
Community Librarian Dolly Barnes reviewed the
current levels of service and prior levels.
There was discussion of how to tailor library
services, both open hours and staffing levels,
for the local community if additional funding
becomes a4?.ailable . Ctrair Towse and
Commissioner Grantham will work with library
staff to develop a matrix of cost factors and
some models for the next meeting.
VII. Reports
Susan Fuller, County Librarian
County Librarian Fuller distributed information
from Ca1Tac and reported on grants which the
library system has obtained.
Dolly Barnes, Community Librarian
Community Librarian Barnes reviewed activities
of the Friends of the Library, and other
library volunteers.
Carolyn Kinq, City Staff Representative
Carolyn King, City Staff Representative asked
the Commissioners and library staff for their
suggestions for an article concerning library
issues for the next city newsletter.
Sally Towse, Chair
Chair Towse discussed a request from the Board
of Supervisors regarding a possible program
audit.
