HomeMy WebLinkAbout08-28-1991 Library Commission Minutes• • Action Minutes Saratoga Library Commission August 2$, 1991 A meeting of the Library Commission was held Wednesday evening, August 28, 1991. Following is a summary of the action taken. I. Call to Order II. RQ,l,l call Commissioners present: Brenner, Kre2ek, Martini, Newby, Peacock, Towse Commissioners absent: Watkins III. Report on Posting of Coma'~sion Agenda The agenda was posted on August 20, 1991 TV. The July 24, 1991, minutes were approved as submitted. V. Old Business Study Session--Library Expansion At the July 24th meeting, it was decided that Library staff should present and discuss their recommendations for the Library expansion to the Commissioners who would then make the final decisions for each criterion. At the same meet3.nq, there was also a request by the Commissioners for Library staff to present information regarding the age distribution of the books in the Library, County Librarian Susan Fuller indicated that the information would be available for the September 25 meeting. Co~.,~gction The first criterion was collection expansion. This criterion was discussed at a previous study session. The Commission agreed with the minimum and r®commended specifications. Commissioner Barbara peacock recommended adding to the list of justifications that the amount and variety of media is increasing. Commission Chair David Newby recommended adding that the demographics of the community are changing and becoming more diverse. Commissioner Richard Brenner suggested including the date that ADA was passed recommending 42" aisles. He also suggested that the matrix showing current, minimum, and recommended requirements be reduced to current and recommended requirements for Council presentation. He added that the minimum requirements should be held on to for back-up. Seams The next criterion presented was seating. It was stated that the recommended requirement was 195 seats to allow for more flexibility in seating (groups and individuals) . • • • • Commissioner Brenner thought the Wheeler recommended number of seats was high and stated his preference for the ALA recommendation. County Librarian Susan Fuller pointed out that the difference between the ALA and Wheeler numbers was that the Wheeler number provided for more individual seating, She said that many people prefer to study independently. Commissioner Lou Martini concurred that more individual seating allowed more privacy and suggested that the ?3 number could be lowered some but not to the minimum level. Reference Commissioner Brenner recommended eliminating the microfilm/fiche equipment and advocated the purchase of Ct3 ROM products. He also recommended allotment of less square feet far reference since large equipment would become obsolete. Commissioner Peacock stated that a FC in the children's room might not be necessary since many families have them in their homes. It was also suggested that the PC be designated for children not preschoolers on the matrix. Circu~,~,~ion Desk The Commissioners concurred with the recommendations. There was no need for discussion. C~, ldre 's S~,ory~,oom County Librarian Fuller asked if it would be helpful for the Commissioners to have statistics on how often the room is being used and the attendance. The Commission indicated that they would like the statistics. Commissioner Peacock suggested that the children's room be designed like an amphitheater. There was some discussion about the viability of an amphitheater-like structure in the children's room. ~RR~T.3t,1,~~ Commissioner Brenner inquired as to why the circulation desk category had not been combined with support services. County Librarian Fuller explained that support services were vulnerable to cuts and that the allocation of space for the circulation desk was critical. Commissioner Peacock agreed. The Commissioners also asked for more clarification in the justification section such as the number of people that could be seated in the conference room, the definition of booktalking, and the definition of FTE. CyBity Ser es The first topic of discussion was the community room and Council's offer to include space for a meeting room in the construction plans far City Hall. The Commissioners were in agreement that it was critical to have the community room adjacent to the library. Chair Newby • • • • directed staff liaison Karen Campbell to write a letter indicating the Commission's decision to Carolyn King, Assistant to the City Manager. The other items in the matrix were briefly discussed. Commissioner Brenner asked for current square footage of these items. It was decided that further discussion of Community Services would be deferred until that information was available. It was also decided that more information was needed on how many and how often members of the public use the community room. The last item of discussion was adding a snack room to the library as part of community services, It was recommended that there be a statement indicating that food is incompatible with the services offered by the library. The study session concluded with Commissioner Brenner saying that County staff should be commended for their efforts and with Commissioner Martini's suggestion that the next version of the Commission's recommendations should be forwarded to Council so that they can begin reviewing all the documentation. VI. New Bu,~~~ess Presentation for County-wide Commissioners Meeting The Commission decided that they would do an oral presentation of their 1990-1991 project for the October 5th county-wide library commission meeting. They discussed what projects should be included in the presentation. It was also decided that these projects would be included in the program statement for the September 24 Commission Dinner. VII. She distributed information on circulation at the Saratoga Community Library. She also m®ntioned that 170 children participated in the summer reading program and distributed a September calendar of Saratoga Community Library events. Ka~^en. Camr~bell , „~},,~y~, Regresentative Karen Campbell reminded Commissioners about the Commission Dinner on September 24 and gave an update on • • • the library sign.
