Action Minutes
Library Commission
April 24, 1991
A meeting of the Library Commission was held Wednesday
evening, April 24, 1991. Following is a summary of the
action taken.
II. Roll Call

III. Report on Posting of Commission Agenda
The agenda was posted on April 15, 1991.
IV. A_noroval of Minutes of March 27, 1991, Meeting
The March 27, 1991, minutes were approved
as submitted.
V. old Business
A. Don Peterson, Rotary Club Representative -
Architects' Designs of Proposed Library Sign
Don Peterson outlined the project for the
Commission. Rotary Club had proposed to the
City Council, and the Council had approved,
that the Club be the lead agency in designing
and installing a monument sign on the Library
grounds. The City will pay the materials
costs, and labor will be voluntary. He
presented sketches of several styles of signs
which architects had made. Commissioner
Peacock also showed photos of a style of sign
she liked. There was consensus of the type
of sign to recommend, and the best location
for it. Staff was directed to budget for
materials and confer with the City
Maintenance Director to cost the project.
When cost figures are developed, the
Commission will make a recommendation to
Council.
B. Scheduling of Attendance at Council Meetings
A schedule was circulated and Commissioners
signed up for meeting attendance through
August.
C. Subcommittee Assignments
Action on this item was postponed until the
Building Plan Committee has completed its
work.
VI. New Business
Discussion of Joint Meeting April 23

Commissioners reviewed the three topics of
discussion at the Joint Meeting: Library
expansion; Book-Go-Round contract for use of
Village Library building; and the proposed
demonstration xeriscape project. There was
consensus to continue to pursue implementation of
the xeriscape project, and keep the matter before
the Council. There was also consensus to
continue to support the efforts of the Friends to
obtain a long-term lease of the building. After
much discussion of the library expansion project,
staff was directed to budget $35,000 for
architectural feasibility studies during the
coming year. Commissioners Newby and Watkins will
prepare a draft report to Council on the timetable
and milestones in creating the building plan for
expansion. This will be discussed at the May
Commission meeting.
VII. Reports
Committees
Space Needs Assessment/Building Plan
Chair Dave Newby reported on the first
meeting of this group. Two more meetings are
scheduled and work should be completed in a
month.

April City Council Meetings - David Newby
Dave reported on the meeting and the Friends'
presentation of a check for $17,700 to Librarian
Dolly Barnes. Everyone was pleased that this
presentation was made at the Council meeting and
received some visibility.
Susan Fuller,. County Librarian
Susan distributed copies of her letter to the City
Managers of Saratoga and Monte Sereno about the
current formula factors for the Library system's
allocation of salary and materials money in the
91.-92 budget year. She reported that she had been
interviewed by Channel 4 for an item on the first
amendment as a result of the recent censorship
policy discussions.
Dolly BarnesR Community Library Supervisor
Dolly thanked the Friends again for the donation,
and distributed her report on the consideration of
Thursday evening hours. This will be passed along
to the Council.

Dave announced that he had contacted farmer
Commissioners and arranged for a going-away
dinner. Consensus was to plan on the May 8 date.
VIII. Communications from City Council
None
IX. Oral and Written Communications
Mary Jean Fenn, representing the Friends of the
Library, informed the Commission of the status of
the Friends' conversations with the City regarding
the building use for the Book-Go-Round.
Dave passed around a letter from Kathleen Cameron,
intern at the library, thanking the Commission for
allowing her to sit in on meetings.
