Action Minutes Library Commission November 28, 1990 ~~ L.~ Library Commission was held Wednesday 28, 1990. Foiiowing is a summary of the I. Roll Call Commissioners present: Brenner, Krezek, Mills, Newby, Peacock, Watkins, Wood Commissioners absent: None II. Report on Posting of Commission Agenda The agenda was posted on November 19, 1990. III. Approval of Minutes The October 24, 1990, minutes were approved with suggestion to refer to small groups as subcommittees rather than teams. IV. Old Business A. Council Approval of Request re Lois Thomas Memorial Staff Carolyn King reported that she has ordered the bench and a bronze plaque. Chair David Newby asked for assistance of Library staff in setting up a dedication event, probably in late January. David and Carolyn will work on a letter to be sent to former Commissioners inviting their parti- cipation in funding. There was considerable discussion on the pros and cons of asking for a specified amount for a donation. B. Discussion of Free-standing Book Drop David reported on a visit to Sunnyvale to see their library book drop. There was con- sensus to form a sub-committee of Librarian Dolly Barnes, Commissioner Barbara Wood and David to develop options for a free-standing book drop, and then prepare a letter to the City Council stating the Commissions' interest in the construction of a new book drop. County Librarian Susan Fuller, Dolly and Carolyn will work out criteria. Everyone will report back at the January meeting. V. New Business A. Discussion of Location and Design of Monument Sign There was discussion of the Council's acceptance of the Rotary Club's offer to design and install a new monument sign for the Library. A design sub-committee of Page - 1 ' • Commissioners Rich Brenner and Bobbie Peacock will report in February on design options. B. Santa Clara County Library Commission Meeting Susan provided an update on the Commission Meeting of November 14. The County Board of Supervisors will discuss the County Library policy on R-rated videos on December 4. After much discussion the Commission voted 6- 0-1 (Watkins abstaining) to write a brief letter to the Board of Supervisors expressing support for the County Library system position. C. Schedule for Council Meeting Attendance The Commission accepted the schedule as pre- sented through April and will discuss further after new appointments to the Commission have been made in February. VI. Reports Committees Library Expansion Requirements Bobbie reported on her research in the historical records. This revealed that even as the new library was opened people expressed concern that some areas were too small, and that there was no study area. She also distributed a wish List from Dolly and a list developed by Morgan Hill. She asked that Commissioners read these and comment at the next meeting. Commissioner Barry Mills discussed his findings in a literature search on other library expansion programs. Public Awareness Campaign Commissioner Fran Krezek reported that her group had decided that before starting a campaign the Commission needed to get support of the City Council. The approach will be to make a list of specifics with cost figures and supporting material. The committee had also developed a list of elements for a successful public relations campaign. There was discussion of creating a video of other libraries. This would be shown to the Council to demonstrate what the Commission wanted. The committee will come back with a more substantial plan, and David will also become part of the committee. opinion Survey Bill discussed his meeting with Janice Yee and the use of data from the Registrar of Voters in polling. He will contact the Mountain View library to learn what questions were used in their poll. Page - 2 i • • November City Council Meetings - Bill Watkins Bill summarized the action at the November 7 Council meeting. Susan Fuller, County Librarian Susan distributed information on the next Ca1Tac regional workshop. She also reported on the Los Altos/Los Altos Hills successful tax override measure. David will invite the Los Altos Commission to attend the February meeting. She also reported on the contract with the jails for a feasibility study on providing library service and the literacy program in the jails. Dolly Barnes. Community Library Supervisor Dolly mentioned the responsiveness of the deputies during the recent incidents at the Library, and distributed copies of the Los Altos building plan.
