Action Minutes
Library Commission
September 26, 1990
A meeting of the Library Commission was held Wednesday
evening, September 26, 1990. Following is a summary of the
action taken.
I. Roll Call
Commissioners present: Brenner, I~rezek, Newby,
Peacock, Watkins, Wood
Commissioners absent: Mills (excused)
II. Report on Posting of Commission Agenda
The agenda was posted on September 14, 1990.
III. AU~roval of Minutes
The August 29, 1990,
as written.
IV. Old Business
minutes were approved
Discussion of Survey
The September 7 "final" draft copy of the
survey was distributed. Commissioners who have
questions will contact Chair David Newby
prior to October 9 when he will discuss it
with the City Council at the joint meeting of
Council and Commission chairs. Considerable
discussion followed regarding the timing of the
survey and the ways to inform and educate the
public in advance of soliciting their opinions.
Interested Commissioners and staff will meet
for a brainstorming session on October 16.
V. New Business
Discussion of County Library System Analysis of
Circulation Figures - Janice Yee
Janice Yee of the County Library highlighted
some of the factors inflencing system-wide
circulation figures which had been distributed
at the prior meeting. As a follow-up report,
Saratoga Librarian Dolly Barnes will prepare a
report on turnover of the collection in
Saratoga.
VI. Reports
Report on September City Council Meetings - Barry
ills
Barry was not present to make a report.
Janice Yee, County Library
Janice informed the Commission about the current
controversy over the availability of R-rated
videos in the libraries and outlined the staff
options for educating parents about library
materials.

Dolly Barnes, Community Library Sux~ervisor
Dolly announced that 1) the new reference desk had
arrived, 2) the library will participate in
Celebrate!Saratoga with a display on local
authors, and 3) the City's Heritage Preservation
Commission is currently exhibiting an interesting
collection of old photos in the Library.

David Newby, Chair
David thanked the City for the Commission
Recognition Dinner. He also asked Janice to
explain an item discussed at the County Library
Commission meeting regarding impact on the service
level of existing libraries if new libraries are
built in areas with rapidly increasing population.
Barbara Woad, Co~gmissioner
Barbara distributed a sketch of the type of free-
standing book drop that she and David saw in
Mountain View. Discussion of a request to the
County for a similar book drop will be on the
October agenda. Barbara also distributed copies of
some of the collection of old newspapers.
VII. Oral and Written Communications
Pat Mahler of the Friends of the Library advised
the Commission that the Friends were preparing a
proposal to negotiate with the City Council for
lease of the entire Village Library building for
the Book-Go-Round. The Commission passed a motion
to support the Friends' negotiations to achieve
the most advantageous terms for leasing the whole
building for an extended period of time.
