Following is a summary of the action taken. I. Roll Call Commissioners present: Dyer, Krezek, Mills, Newby, Peacock, Wood Commissioners absent: None II. deport on Posting of Commission Agenda The agenda was posted on May 15, 1990. III. Approval of Minutes The March 28, 1990, minutes were approved as written. IV. Old Business None V. New Business A. Bob Rizzo, Parks & Buildings Superintendent: Tour of Garden Area Mr. Rizzo was unable to attend. He will be asked to attend the June 27 meeting. B. Follow-up to Joint Meeting with City Council 1. Sunday Service - Projection on Staffing N e If the trend of increased usage continues there may be a need for additional ser- vice. Library staff will look at options. 2. Qpt~~ns for Increased Service Hours There was discussion of the extent to which the City would be interested in funding additional weekday hours. Susan Fuller will look again at the Thursday evening options. 3. COmDarison of Square Footage with Other Cities' Libraries Susan reviewed the general standards for determining library space. Co~mnissioners discussed ways of deter- mining if there were needs that are not being met because of space limitations. There was consensus to proceed with developing a survey of users. The survey will need to include questions on what people are willing to pay for enhanced library services. There was discussion of resources available for help with develop- ing a survey such as using a volunteer or a university class. Conclusion that it is necessary to decide functions desired first and then needed square footage. Page - 1 4. Future Shock in Libraries - Trends There was discussion of the need to look five years out at what would be occurring with library technology. Are we prepared? Librarian Dolly Barnes also discussed the rapidly growing Asian popu- lation in Saratoga and how that is reflected in Library services. VI. Reports Susan Fuller, County Librarian Susan Fuller distributed copies of her letter to City Managers regarding the formula for the next year. She informed the Commission of AB 3381 which would provide funding of literacy programs. The Commission will request City Council support of the legislation. Dolly Barnes. Community Li~arv SuDerviso Dolly Barnes mentioned two items she would like for the Eommission to discuss at a later time: provision of °5-minute only° parking near the bookdrop, and proposed changes to the guidelines for use of the Community Room. Carolyn King. Cites Staff Representative Carolyn King reported that the City will accept applications for the current Commission vacancy until June 9. Barbara Wood, Commissionmember Barbara Wood updated the Commission on her pursuit of old Saratoga newspapers for microfilming, and told of free-standing bookdrops which she had seen. yid Newby. Existing legislation allows for such programs to receive State funding only during their first five years of operation. AB 3381 provides for the State Librarian and the California Library Services Board to continue to make grants of matching funds to public library literacy programs for their sixth and subsequent years. There are more than 3,100,000 functionally illiterate adults in California. The need for adult literacy development is long-term and is increasing more rapidly than the State's literacy service capability. The Santa Clara County Library system's literacy project has served thousands of individuals and has made impor- tant progress toward the reduction of illiteracy in our County. Existing law establishes a library services program designed to prevent illiteracy through coordinated literacy and preliteracy services to families. This bill would allow the granting of matching funds to public library literacy programs beyond the current five year establishment point. The Santa Clara County Library system, which serves Saratoga, has had a literacy project funded through the State Library since 1985. Local funding constraints make it impossible to sustain current service levels without State financial assistance for the sixth and subsequent years. We urge your support of AB 3381 in order to reduce the critically high incidence of adult illiteracy in the State and in Santa Clara County. We understand that the Rotary Club will be assisting in the placement of a new sign on the Library grounds. In addition to this, however, the Commission feels there is a need for more of the brown and white street signs on both Fruitvale and Saratoga Avenues alerting motorists in advance of the location of the Library. It would be most helpful if you could provide me with a sketch showing current Library street signs, and proposed locations for additional signs. I have also spoken with Bob Rizzo about the Commission's request to have lighting installed on the front of the Library building for night-time illumination of the lettering which is there. Please let me know what needs to be done to make this happen. cc: City Manager brary Commission
