I. ORGANIZATION
A. ROLL CALL
PRESENT: Commissioners Buchanan, Carlson, Clawson, Gordon,
Leong, Terry and ti~ilberdi_ng
ABSENT: Commissioners Rose and Zambetti.
B. MINUTES
The Minutes of the tray 20, 1974 meeting were approved as
corrected.
II. OLD BUSINESS

I BROOKGLEN
PARK
BROOKGLEN P1~'~K - PROJECTED DATES
Bid opening for Brookglen Park construction is scheduled for
July 12, 1974, with Commission review and recommendation
on July 15th. If the construction is authorized by the City
Council, work should commence by August 19th.
The Secretary will work with Jack Buktenica to contact
possible bidders. If the project is authorized, she will
contact the residents about the work schedule.
Commissioner Carlson has done some preliminary work to
gather volunteer labor, and does not think there will be
any problem in getting enough people together.

The Secretary reported that one niece of property adjacent
to the city-o~•rned land is zoned C-N, vrith the majority of
the remaining surrounding property zoned R-'I-12,500.
The value of undeveloped property in the area ranges from
x2'],000 to ;78,000 per acre. At ~a27,000/acre, the city-
otrned property is worth approximately X75,000. Since this

proceeds of any sale would return to the CIP funds. If_ the
City Council so designated this money, it could be set aside
for parks development and acqui^i-tion. a

Commissioner Carlson asked if money from the sale of this
property might be used for library development.
The Secretary said that present plans are to build the library
through the sale of bonds which would be repaid by the county.
Library construction will probably be planned to coincide with
the expiration of the Quito Library lease in 1976. The
Secretary will have more information about the timing and
lease payback situation at the next meeting.

The Secretary said that there needs to be some planning as to
hoc•~ volunteer work and plant donation will be coordinated for
the Brookglen Park development. Nir. Buktenica is willing to
help with this. •
Chairman Wilberding suggested dividing the work into several
major sections with one person in charge of each. These
people Mould then meet and make plans with Mr. Buktenica.
They could also help contact volunteers.
Commissioner Carlson said he would be interested in helping
with this project.

1. HAKONE REVIEFJ CCI.1'MITTEE
Commissioner Terry said that the fundamental decision to
F.AKONE develop Hakone Gardens as an authentic Japanese garden
GARDEN has been agreed upon. Development can be divided into
the categories of:
a. The necessary work to preserve and improve the two
main houses. This needs immediate attention.
b. Improvement of the road and parking lot, including:
1. making room at the entrance for several cars to
turn off Big Basin Way without having to stop in
the middle of the road;
2. Bus parking in the road loop with stairs up the
hill;
3. Widen the road at the tov of the_hill to two lanes;
4. Install a signal system for the bottom portion of
the road; and
5. move the upper parking lot and plant a buffer strip.°
c. Actual garden construction. Plans for this must wait
until Dr. Nakar~ura's plans arrive from Japan.
The Secretary said that the new Fair Labor Act may make
it difficult to retain a live-in caretaker at Hakone Gardens,
since he would have to be paid for working 24 hours a day.

Commissioner Terry said that Tanso Ishihara, r[r. Robbins
and tin. Rene Jones have been invited to the next Committee

B. STAFF REPORTS

The Secretary said that tre Gatehouse 4lalkway agreement
was negotiated with a private owner, not with an organization
such as the Santa Clara dater District with trhom the City
is negotiating with regards to the creek at Gardiner Park.
2. RE: [.'F;ST VALL~ COLLEGE TET~NIS COURTS
The Secretary said that the eight additional tennis courts
being b~a.ilt by West Valley College will be lighted.
Commissioner Clawson asked if the City and the Los Gatos-
Saratoga Recreation District are still planning to light
the Saratoga High School courts.
The Secretary said that this lighting was given last priority
in the Capital Improvement Flan and that she doubts the
Recreation District has the necessary funds.
~. RE: CC'TGRESS SPRINGS PARK
The Secretary reported that rir. Beyer has talked to the
attorne~r handling the Stamper estate. Her children do
not kno~r if they want to sell the property, but if they
do deci~~.e to sell ~rould be willing to sell to the City
before dividing the estate.
Commissioner Terry asked haw large the freeway right-of-way
is adjacent to the park. The Secretary said that it is
approxi~'~:ately five acres and owned by the State.
Commissioner Clawson asked how the Little League work at
Congress Springs is progressing. The Secretary said the
site plans are ,due in this week.
4. P.E• GARDINER PARK.
T`he Secretary reported that Flood Control has received
the plans of work completed at Gardiner Park. She has
not yet received a copy of their standard easement
agreement.
Commissioner Gordon asked who owns the undeveloped land
behind the Park. The Secretary said that this is the
cxndeveloped portion of Gardiner Park which will be mostly °
~TaSS.
Commissioner Terry asked if anything has been done with
the small easement leading from the park out to the street.
The Secretary said that, as far as she kno«s, it is being
used b~- a resident. She will look into the possibility of
selling the easement to him.
5~ RE: TR_4IL ON PACE FROPERTY
The Secretary reported that one of the requirements for the
Property is that a trail easement be located in the Flood
Control easement along the creek.

Commissioner Terz•y asked when the General Plan will be adopted.
The Secretary said that public hearings are still being held.
The Village portion of the plan should be adopted in July.

This will be a meeting of both county and city commissioners
of the Santa Clara County at Sanborn-Skyline Fark. The
Secretary needs reservations by June '7th. Chairman I•Jilberdin~.,
Commissioner Carlson and his wife, Commissioner Gordon and her
husband, and Commissioner Terry and his wife will attend.
