MINUTES The Minutes of the May 6, 1974 meeting were an_proved as submitted. II. OLD BUSINESS A. BROOKGLEN PARK - Mr. Buktenica submitted his revisions to the Brookglen Park BROOKGLEN plans. Since the residents were adamant in their request FA??K for a fence along the creek boundary of the park, he recommended a wood fume chain line fence arhich could be either redwood or wood stained to match the rail fence. Other possibilities discussed were standard chain link fence, chain link with plastic coating or spray-painted black and chain link with wood slates inserted. Cost comparisons are: 1. Standard chain link - X6.00/running foot 2. Chain link with slates - $8.00/running foot 3. Wood franed chain link - $6.00 - X7.50/running }oot Mr. Buktenica suggested that the fence could be placed along the boundary between the trail and the rest of t~1r. Scott's property in order to eliminate his trespass problems. The Secretary said that the Tennis Club easement on NIr. Scott's property was meant to be a temporary arrangement until the club completed its entrance and that he would prefer to have the trail closed off completely. -1- • • PARKS ATiD RECREATION COMP~~ISSION - t~tlly'UTES - MAY 20, 1074 - continued Mr. Charle:~ Huff said that since the major reason for this rear fence is to protect small children, a 4-foot 5-foot fence could provide an adequate barrier, and yet be short enough far older children to vault. . Mr. Buktenica said that a 4-foot fence is the standard height for tot lot fencing. A 4-foot fence would cost approximately $2.00/running foot less than a 6-foot fence. Commissioner Carlson moved that an approximately 4-foot high wood fence begin at the end of the wood rail fence and continue ' until one post before the basketball court; that at this point a 6-.foot high wood frame Fence begin ~.nd continue until it joins the retaining wall, and; that an approximately 4-.foot. wood frame fence continue behind the retaining wall to the existing fence. He also moved that the proposed-Brookglen Fark plans be accepted with this modification. Commissioner Gordon. seconded the motion, and it was passed unanimously. Mr. Buktenica then reviewed the cost estimates for the park. The cost of items completed with community labor would be cut by approximately 50~. He included a drinking fountain in the non-essential cost estimates, and asked if the Commission wanted this included in the plans. The Secretary said that drinking fountains have been a major vandalism problem, and suggested using the simplest possible design since this type seems the least vandalized. The Commission agreed that a fountain should be included near the basketball court. Commissioner Clawson suggested considering a wooden retaining wall rather than concrete along the rear boundary in order to reduce costs. Nir. Euktenica will have the working drawings and bid specifications completed in time for the June 19th City Council meeting. Commissioner Terry moved that the Brookglen Park plans and bid specifications be submitted to the City Council for approval. Commissioner Gordon seconded the motion, and it was passed unanimously. Mr. Charles Huff said that the current Prides Crossing Home- owners Association newsletter includes an article about. Brookglen Park and requests that those people interested in helping contact the City. He asked ~•rhen this help will be needed. The Secretary said that projects for community labor and contract labor ha~re not yet been divided, but that the park will pro'~ebly not be ready for community work until the end of the summer. dir. Buktenica said that since residents are very intersted in ha~:ing a fence, this wculd be an excellent community project. Other possible projects could include spreading fir bark. and contributing trees and shrubs. Commissioner Carlson knows two excellent craftsmen in the area and will contact them about possibly building the picnic tables. -2- ~,.. • • PARES AND RECREATION COA'IP~IISSION - MINUTES - r1AY 20, 1974 - continued B. GARDINER PARK - 41ILDCAT CREEK AREA TIEETING The Secretary reported that a meeting including residents GARDINER and representatives of the Santa Clara County ~•later District PAF.i{ and the City was held on April 22, 1974. There is a Water District fence blocking rear access to Gardiner Park which was constructed because of a vandalism problem. The residents want this fence removed. Complications between the City and the Water District have arisen because the City has built on District easement and drainage for the park is directed into the creek without permission from the Water District. The Water District wants to negotiate an agreement with the City in which the City would assuWe liability along the easement between Portos Drive and Fruitvale Avenue and between Springhill Court and Portos Drive. The aJater District will not remove the fence until such an agreement is reached. The Secretary needs to give the Water District plans of the work already completed in order to receive official permission far its existence and negotiate a joint use agreement before the park can be opened. Another problem resulting from this fence is destruction of the creek bank because of people climbing over it. A possible solution to this would to install a walk-through in the fence. Commissioner Clawson questioned whether the Commission should consider acquisition of this easement at this time since a review of the entire trail system will take place soon.. Commissioner Terry sug{~ested separating consideration of accetiting liability of that portion of the easement adjacent to Gardiner Park from consideration of the remaining portion of the easement since he feels the City is obligated to accept that portion adjacent to the park. Commissioner Rose feels the Commission should consider trail problems as they arise. She thought a similar easement was acquired on the Gatehouse Condominiums property, and asked the Secretary to check into this. Commissioner Terry requested that the Secretary check into liability insurance costs both for the present situation and if awalk-through were installed in the fence. Commissioner Terry moved that a joint use agreement be negotiated with the Santa. Clara County S~)ater District for the portion of the easement along Wildcat Creek between Portos Drive and Springhill Court. Commissioner Zambetti seconded the notion, and it was passed unanimously. III. P:Etl BUSIP'ESS A. FU`~URE PART SITE - SARATOGA/SUNNYVALE ROAD AND COX AVErIUE PARK SITE _ The Secretary said that the Commission needs to consider a SARATOGA- recommendation to the City Council since the park site at SUNNYVAI,E & Saratoga-Sunnyvale Road and Cox Avenue is no longer a future COX AVE. library site. The recommendation could be for a new use r sale or auction with the proceeds to be used for other acquisition. Commissioner Zambetti asked what the zoning is to the north and south of the property. The Secretary said that the zoning to the north and south is Neighborhood Commercial on the new General Plan. -3- • • PARKS AND Rr'xREATIOrd COMr~IISSION - MINUTES - ivIAY 20, 1974 - continued Commissioner Clawson thought this site might be a goad location for two tennis courts. The Secretary said costs for two courts would be very high. Chairman t~~ilberding asked that this item be continued to the next agenda. COr1GRBSS Chairman Flilberding asked what progress has been made on the SPRIP:GS Little League development at Congress Springs Park. PARK The Secretary said a site analysis should be submitted by Royston, Hanamoto, Beck and Abey by June 1st. Actual design of the nark will be discussed with several architects before one is chosen. There has been no further discussion with the attorney handling the estate of t•Irs. Stamper. B. DEDICATION OF EL QUITO PARK. The Secretary said that dedication of E1 Quito Park will be at noon, Saturday, I~Zay 25th and asked that the Commissioners try to attend. IV. ccr,r•~TTEE AND STAFF REPORTS A. COI°ir•IITTEE REPORTS ,. B. STAFF REPO?~TS 1. RE: VANDALISI~i AT PARKS The Secretary will be talking with Bonnie Richardson of the Los Getos-Saratoga Times Observer. She will write an article geared towards informing the community of the vandalism situation, and using only lump sums. Mr. Charles Huff reported that Mrs. Shirley Peterson, a Northampton Co~.rt resident told the Prides Crossing I3ome- owners Association Board of Directors that she saw the vandals wro destroyed the lights at Kevin I~ioran Park and contacted the Sheriffs Department. She ~•ras told to ~~ait and call the City the following Monday. The Homeowners Association will write a letter to the City P~:anager regarding this. 2. HAKONE GARDEr~ FLANS FROti JAPAN The Secretary said Tanso Ishihara received a basic concept sketch from Dr. Nakamura on Iraq 14th, and presented it to the Commission. Comm;_ssioTer Terry requested that Tanso Ishihara be invited to attend the next meeting of the Hakone Garden Review Committee. 3. QUESTIOT~?S A2~D ANSZ~tERS ABOUT PRCFOSITIOTT 1. The Secretary distributed a questions and answers report about Proposition 1 from the California Parks and Recreation Association for their use. 4. COI~iriUNICATIONS A. t•IE?•:0 FROP•i ROBERT F. BEYER, CITY r~ANAGER This was an informational item for the Commission. Commissioner Terry asked about City Council action on the AVCO developwent in the 4lest Valley Freeway right-of-way. The Secretary reported that the Mavor has negotiated a 20-FOd~ wide easement on the north side of the road in back of the present road. Its use will be for a landscaped barrier and a pedestrian-bicycle-equestrian trail. Commissioner Terry asked about action regarding the Pace property. He does not t'nink the Planning Cor~.mission is aware of a Master Plan trail through this property. The Secretary will check in to this. VI.
