PLACE: HAPdSEId SCHOOL TiULTI PURPOSE ROOM B, 12211 TITUS AVENUE, SARATOGA, CALIF. TYPE: REGULAR AiEETING AND PRESENTATION OF PLANS FOR BROOKGLEN PARK I. ORGANIZATION A. ROLL CALL PRESENT: Commissioners Buchanan, Carlson, Clawson, Gordon, Leong, Rose, Terry, Wilberding and Zambetti. ABSENT: None B. AIINUTES The P•iinutes of the April 15, 1974 meeting were approved a~ corrected. II. OLD LUSINESS A. BROOKGLEN PARK. PRESENTATION OF PLANS Mr. Buktenica presented the proposed plans for Brookglen Park and spi~_that he has tried to keen it in harmony with the BROOKGLEtd surrounding residential area and attra~ctve_to all age groups. PARI. It was asked that a chain link fence be placed along the back property line in order to keep poeple out of the creek. It was su~:gested that this fence could be covered with something like ivy. Commissioner Rose stated that _his experience with chain link fence along Flood Control easerents is that children quickly put holes in them. Nr. Scott objected to the opening at the rear of the park, and does not caant pedestrians using the easement w:~ich he granted to the Brookglen Tennis Club. Commissioner Carlsor said that the conception he has developed in working on this park is that residents want it as attractive as possible, but that a reasonable a:~ount of security is important, He felt that a decision needed to be made whether or not this park should also be a short-cut route from Brookglen to Cox Avenue. It was the general concensus of the residents present that they do not want the park used for traffic between Brookglen and Cox Avenue, and that they do want a fence along the rear property line, -1- ~.... • • PARKS AND RECREATION COMMISSION - MI~~TUTES - MAY 6, 197 - continued It was asked why re~~~ rooms are not included in the plans. The Secretary explained that rest rooms are a major building and maintenance cost, and that in a park of this type their absence will serve as a deterent to non-neighborhood use. It was asked why eucalyptus were chosen. r~r. Buktenica said they were chosen to blend in with the existing eucalyptus, but that the variety chosen will not be tall or drop large amounts of litter. One property owner next to the park said that the walnut tree at the rear corner of the retaining wall extends into her property and asked that it not be removed. It was asked what type of lighting will be used. The lighting will be incorporated into the play structure, and there may be one light in the picnic table area. It was asked what provisions will be made for parking since there is already a problem with cars parking along the street to go. to the tennis club. The Secretary said that the Code Enforcement Officer is working on the problem with the tennis club and that the manager will ask members not to block driveways. It has not been the City's experience that a problem with parking develops t~ith parks. It was asked what the time schedule for development is. rir. Buktenica said that Phase I should be completed this summer. This c:ill include all but the play equipment and most of the shrubs. Commissioner Rose said that mare development at this time is _ dependent on community participation. She also felt that this participation can be an important vandalism deterent if the youths are involved. Several people present are interested in organizing community participation and will work on this in the future. B. HAKONE GARDEN REVIE4J COr'~1ITTEE Commissioner Terry presented his slides and movie of his recent trip to Japan, and pointed out the details being used by Dr. Nakamura in his development of a plan for Hakone Garden. PA~i VA.IiDALISi~: The Secretary distributed the vandalism reports for the last two montrs and asked if the Commission has any ideas about how to control this problem. FA.RK Chairman Wilberding suggested publishing a weekly vandalism Vhi•DALISI•I report in the local. newspaper to make the public aware of it. 1`ir. Kaufman suggested organizing a three-man team equiped with walkie-talkies to watch t7ie narks. They would call the police when they spotted the vandals. The Secretary said that a problem with this, especially at Kevin i•:oran Park is that it is too easy for the vandals to escape. Commissioner Zambetti moved that a park vandalism report be publishes: in the local newspaper. Commissioner Rose seconded the motion! and it was approved unanimously. Commissioner Carlson said that the effects of the report should be monitored to see that it does not become a status symbol for the vandals to have their acts published. I~lr. gaufman suggested that publishing only lump sums could solve this problem. Chairman t~lilberdir_g felt that along with this report should be suggestions to residents about how they can help prevent vandalism. IV. V. COr'i,ITTEE APiD STAFF REPORTS COPI~1UPdICATIOI~?S A. SARATOGA CHAP•BER 0~' COP~~ERCE RE: P•NSIC AT U1ILD4JOOD Commissioner Zambetti inv2ted the Commission to attend these concerts. He also asked that anyone who would be attending meetings help distribute progrars to the community. B. EL QUITO PARK The Secretary said that the dedication date for E1 Quito Park has been changed to ~1ay 25th. VI.
