I. ORGANIZATION

PRESENT: Commissioners Buchanan, Carlson, Clawson, Rose,

B. MINUTES
The Minutes of the April 1, 1974 meeting were approved as
corrected.
II. OLD BUSINESS
A. BROOKGLEN PARK
Mr. Buktenica presented the alternations made to the proposed
BROOKGLEN Brookglen Park plans and the cost estimates which total $13,840,
PARK not including installation of the play eauipment. He estimated
that the play equipment will be between $5,000 and $7,000.
He felt that the 3-foot rail fence and 6-foot fence could be
built by residents. Depending on available skills, the play
equipment could be built by residents if the frame were built
for them. ~lith community donation of labor, the cost for each
project would be reduced by 50 percent.
Commissioner Carlson felt that one-day projects will get the
most comounity involvement.
Commissioner Rose asked how long construction should last.
Mr. Buktenica said that it should take two to three months
during the summer once plans are approved.
The Secretary reported that the Scotts who leased an easement
to the Brookglen Tennis Clut may be willing the lease a
pedestrian easement to the City in order to gain access to the
park through the back.
B. R~~'VISED DATE FOR BROOKGLEN FARK PLAPd PRESENTATION?
Mr. Buktenica and the Commission agreed to present the plans
for Brookglen Park to the Community at the May 6th meeting and
wild be held at Hanson School.

C . HAKONE GARDEN R~~VIEkl CON:riITTEE
Commissioner Terry reported that he spent considerable time with
Dr. rakamura during his trip to Hakone, Japan. Dr. Nakamura ha.s
F.ARONE one of his graduate students in architecture working on the
GARD.E:1 Plans for Hakone Garden, and hope to have them completed at the
end of April. He is using the Shugakuin Garden in Kyoto as a
model in development of his plans. This garden is in a natural
style without much pruning necessary. In keeping with this
style, buildings should be of locally available materials using
Japanese construction techniques. Commissioner Terry mentioned
some specific points of the plan including the:
1. Stone lantern -•Dr. Nakamura feel that its position is too
prominent~e would move this one and add another.
2. Parking lot - This is too close to the garden. Half should
be removed and planted to provide a more gradual entrance
into the garden.
3. Buildings - None would be moved. A small tea house overlooking
the garden and a viewing shed farther above would be added.
Dr. Nakamura emphasized that these are not absolute plans and
would like to work with the City in Waking changes.
Commissioner Gordon asked what how Dr. Nakamura feels about..
expansion of the garden. Commissioner Terry said that he felt that
the only necessary expansion is to provide adequate buffering.
D~. WEST VALLEY COLLEGE TRAIL
Commissioner Rose spoke to Lane McDaniels, and was told that
WEST VALLEYsome fencing has been constructed without provisions for a
COLLEGE trail. She feels that action must be taken now to insure that
TRAIL more fencing will not be constructed without room for a trail.
2~ir. Beyer felt that the. City should not enter into a maintenance
agreement at this time because the cost is not known, and the
extentions of this trail are not definate. He recommended
referring this to the Mayors Committee vrhich w::ll soon be
appointed to review the entire trail system. He did speak with
rir. Hardy and the college is aware of the City's interest~in this
trail.
Commissioner Terry felt that the City should agree to maintain
the trail at the level of a vacant lot at least. He asked Mr.
Beyer to find out •~•hat level of maintenance West Valley College
would require. He feels that this is an important trail since
it runs east-west while the loads are oriented north-south.
Commissioner Rose asked if they could make recommendations for
members of tre I•iayors Committee to study the trails system.
A~:r. Beyer said that recommendations should be given the A'iss
Sampson.

property adjacent to Wildwood Park.

A. SDR-1113 - ALLErdDALE AVENUE - CAROLYN BUCHNER
Since a trail to the possible linear park could involve this
parcel, Cor.:r~issioner Terry mo~•ed that the Planning Commission
be made aware of the rlaster Plan trail located there, but to
also inform then that the Commission preferrs routing this
trail along Chester Avenue. A secondary trail could be placed
along the sewer easement for this property. Commissioner
Gordon seconded the motion, and it was passed unanimously.

Wildcat Creek runs through this parcel and there is a major trail
access to the hills along Ilontalvo Road. Commissioner Terry
moved that a trail easement be required over the sewer easement
along the south side of Wildcat Creek and also along the
east side of Montalvo Road as shown on the master Plan for
trails. Commissioner Zambetti seconded, and the motion was
passed unanimously.
IV. COMT~ITTEE AND STAFF REPORTS
A. STAFF REPORTS
1. RE.: POSSIBLE FUNDS FROt~i PROPOSITION ONE - The Secretary
reported that this Commissions plans for use of these
funds is on the City Council agenda for April 17th.
2. EL QUITO PARR DEDICATION - This has been scheduled for
T1ay 4th.
3. A'jTtE FARE SIIRYEILLARCE'- The signs have not yct been noste~..
Sphere have been no recent complaints, but this may be daze to
a decrease in activity since two tickets were giT~en in another
part of the city.
4: CALIFORI`;IA PARKS AIv'D RECREATION SOCIETY MEr~iBERSHIP. A new list
of ommission me~:bers has been sent, and each commissioner
should be receiving mail soon.

B. SANTA CRUZ MOUNTAIN TRAILS COr'FEREr1CE - MAY 4th
Commissioner Terry will be attending this conference.
C. RE: SANTA CLARA VALLEY MATER DISTRICT FEr1CE BEHIND GARDNER PARR
The fence was built to stop vandals entering property through the
water district easement. Commissioner Zambetti moved that
the Secretary recommend that the fence be removed since it
obstructs the trail entra.~ce into Gardiner Park. The motion was
seconded and passed unanimously. .

Commissioner Terry is completing the aerial photographs of
the Brookglen, Foothill, Congress Springs and Freemont High
School park sites and went over the boundaries of each with
the Commission.
E. Com*~issioner Rose asked that approval of the agenda be made
a regular agenda item of the Commission meetings.
VI. ADJOURNPI~2IT
There being no further business before the Commission, the meeting
was adjourned at 10:45 P.~i.
