PLACE: Crisp Memorial Conference Room, Saratoga City Offices, 137?7 Fruitvale Avenue, Saratoga, Calif. 95070 TYPE: Regular Meeting I. ORGANIZATION A. ROLL CALL ~~ PRESENT: Commissioners Buchanan, Clawson, Gordon, Leong, Rose, and Zambetti. ABSENT: Commissioners Terry and Wilberding. GUESTS: Mr. Neil Cabrina, Mr. Kaufmann and Mr. D. McDaniel. B. t~7INUTES The PIinutes of the March 18, 1974 meeting were approved as corrected. II. OLD BUSINESS A. BROOKGLEN PARK Mr. Buktenica presented drawings for the development of Brookglen • Park. He explained the following sections: BROOKGLEN PARK 1. Concrete Pathway - This extends from Brookglen Court to the back of the property rather than in a circular pattern because of the size of the property. It is designed to be used b9 roller skaters and bicycles as well as pedestrians. 2. Flay Area - This area is designed for use by all ages. Mr. Buktenica felt that use conflicts will be solved by the fact that different age groups will use the park at different times. The equipment will be constructed with square 1u~.ber and the ground covered with grass and fir bark. Subdued night lighting will be included here. 3. Multi-Furpose Area - This is at the back of the property and will inclu^e a basketball ring. fir. Cabrina suggested putting two rims back-to-back in the center of the area. 4. Ficnic Tables - Two tables will be installed at the termination of the walkway. A bench in the play area could also be used. 5. Game Area - A 30' X 60' lawn game area will be located on the opposite side of the pathway from the play area. 6. Fencing - The front and down part of each side will be rail- typ,:, fcnci:.g. The remainder of the back area. will be mounded and planted with shrubs. ~~~~~ -1- ~~ PARKS AND RDCREATION COMMISSION - MINUTES - APRIL 1, 1974 - continued Commissioner Zambetti 'asked how police and maintenance vehicles could get into the park a Mr. Buktenica said that police can see all areas of the park from Brookglen Court. Maintenance vehicles can use the walkway from either Brookglen Court or the easement along the back of the park. He did not think it is necessary to be able to drive into the park because of its size. The easement used by the tennis club is a private easement leased to them by the owners. The City may want to negotiate a lease to use the easement. Commissioner Clawson asked about drainage of the park. Mr. Buktenica felt that the contours of the park will take care of the drainage, but drains could be added if necessary. Mr. Cabrina felt that the residents will be pleased with the design and willing to help with construction. Mr. Buktenica will return April 15th with more complete plans. B. STATE BEACH, PARK, RECREATIONAL AND HISTORICAL FACILITIES BOI~1D ACT Or 1974 The Secretary said that payment for projects will be as a STATE BOND reimbursement, but that plans for acquisition or development .AC_T_- 1974 must be approved by the state before signing any agreement or contract. She did not think any legal problems with Congress Springs Fark development and acquisition will affect its eligibility for funding, but a second choice should be designated. Commissioner Clawson moved that Congress Springs Park development and or acquisition be designated as the first choice for use of these funds. Commissioner Zambetti seconded the motion and it was passed unanimously. The following projects were considered for the alternative project: 1. Foothill Fark - X55,000 - 1976-77. There has been considerable resident interest in developing this site. 2. Central Park - The Commission felt that development is too far in the future to be considered for these funds. 3. E1 Quito Park - X60,000 - 1977-78. The Commission did not want to designate this nark because it is leased land. 4. Kevin iioran Park - Phase II - 19'76-~~. Tennis courts to be inc uded in base I~development would appeal to many residents. 5. Azule Park - 197'7-78 - The development of the transportation corridor and AB-1081 will affect development of this par's considerably. Commissioner Zambetti moved and Commissioner Rose seconded that acquisition and or development of Foothill Park and development of Kevin .oran Fark be designated jointly as the alternative to Gongress Springs Park. HARONE GARDEN REVIEW COI~ZITTEE HARONE The Commission established a charter for the Hakone Garden GARDEN Review Committee which includes the following: REVIEW 1. Determine if additional property should be added to the Garden; 2. Make a decision whether Hakone Garden should be developed as a true Japanese garden or Japanese-like; 3. List short and long-term project for development of the garden; 4. Make necessary adjustments of the Capital Improvement Program; and ~5. If possible, check costs for suggested projects. Commissioner Rose moved that this charter be accepted by the Commission. Commissioner Zambetti seconded, and the motion was passed unanimously. When Commissioner Terry returns from Hakone, Japan, the Committee will begin work. III. NEW BUSINESS A. EL QUITO PARK DEDICATION CEREMOrdIES EL QUITO The Commission agreed that either May 4th or May 11th would pA~ be alright for the E1 Quito Park dedication ceremonies. Tree Secretary will talk to the Mayor and City Manager and designate one of these. B. DATE FOR PUBLIC PRESENTATION OF BROOKGLEN PARK PLANS. BROORGLEN The presentation of the Brookglen Park plans will take place PARR April 2~'th at 7:30 at Hanson School. The Secretary will publicize this and notify residents and the Homeowners Association. Commissioner Zambetti talked to Iv1r.•Cabrina about organizing a group of residents interested in working on the park development sometime after this presentation. IV. CO?'1~fITTEE AND STAFF REPORTS A. COMMITTEE REPORTS Commissioner Rose reported that the Citizens' Committee resn_onsible for the bicycle ~,oute has requested to talk to the City Council about the changes made by the City Council. This meeting will probably be the 23rd of March. B. STAFF REPORTS 1, The Secretary n_resented the proposed resolution regarding City endorsement of Proposition I. Commissioner Zambetti moved and Commissioner Buchanan seconded that the Commission recommend that the City Council endorse Proposition I. The Secretary reported that the City Council meeting to discuss Commission appointments was postponed until April 3rd. 3. The Secretary reported that the crop aggreement of Kevin t7oran Park will be rescinded and another drawn up with Mr. taightman who now takes care of the Central Park site. 4. She also reported that there will be a General Plan Review hearing about the Sphere of Influence April 2nd. 5. Finally, the E1 Quito Park plant-in was a success, with about 40 residents participating. V. C02•~U23ICATIONS A. WRITTEP~ MR. D. r;C DANIEL - t~IEST VALLEY JR. COLLEGE TRAIL AREA Mr. McDaniel -reviewed the history of this trail and then reported that a fence will soon be constructed around the campus t,hich would have to be removed if a trail were ever constructed. The trail has been on Test Valley College maps for some time, b-_;t the college feels that responsibility for maintenance of a trail. should be the• City's. The West Valley Board of Directors will meet April 4th and 18th, and 2~;r. McDaniel asked that the City communicate their feelings regarding this trail to them. _ The Commission agreed that this trail is an important link in Saratoga's trail system and should be preserved. Commissioner Rose moved that the Commission recommended to the City Council that the City of Saratoga enter into an agreement with 4lest Valley Junior College to maintain the 'Test Valley College perimeter trail. The motion was seconded and passed unanimously. The Commission also asked Mr. McDaniel to present their opinion in discussions with West Valley College. B. ORAL Commissioner Rose asked about the City Council agenda item about tdildwood Park. The Secretary answered that this involves buying the property which was to be used for creek alignment. Commissioner Leong asked about the progress of plans for a weekend patrol for motorcycles at Azule Park. The Secretary has talked to the Youth Commission, and they are interested in helping. She is now waiting to post signs at the park and caill then talk to the homeowners' association. The Sheriffs Deus~rtment has three patrolmen who can patrol on motorcycles if arrangements are made.
