I. ORGANIZATION
A. ROLL CALL
PRESENT: Commissioners Euchanan, Clawson, Gordon, Leong,
Rose, Terry and Zambetti.
ABSENT: Commissioner Wilberding.
GUESTS: Mr: Dever, Mr. Tanso Ishihara and Mr. Kaufman.
B. MINUTES
The Minutes of the February 19, 1974 meeting were approved as
submitted.
II. OLD BUSINESS
A. GARDINER PARK - CHAPIGE ORDER
The Secretary reported that the sand had already been poured at
Gardiner Park. when she requested the change to fir bark. Fir
GARDINER bark will cost about X9.00/yard installed, plus a fee to remove
PARK the sand. The contractor can use the sand as a soil amendment
in the park, and would give credit for that. She also reported
that there is no curb cut in the plans for maintenance truck
entrance. This would cost an~additional X160.

Commissioner Rose asked how often the sand will have to be replaced,
thinking that fir bark could be substituted at that time.
The Secretary said that sand neeci~to be added every year, and that
fir bark needs to be replaced every 5 to 7 years. She has already
received several calls from residents stating that they will not
allow their children to play in the sand.
The Commission felt that since this is a health hazard, and the
residents who will be using the park are concerned about it, the
sand should be replaced with fir bark now. Commissioner Gordon
moved that it be recommended to the City Council that fir bark
be installed and a curb cut for maintenance trucks be installed at
Gardiner Park. Cor.~^~issioner Clawson seconded the notion, and it
was passed unanimously.

B. AZULE PARK SITE
The Secretary reported that signs have been ordered to inform
AZULE PARK motor vehicles that they~are not allowed on the park sites.
he Sheriff's Department is very much in favor of the week-end
patrol that was suggested to help control this problem at Azule
Park. She has not yet talke3 to the homeowners or the Youth
Commission about that, hopes to schedule this week-end before
April. She also reported that the State is allowing a tree
farm to use its right-of-way near Kevin Moran Park.
C. HAKONE GARDENS REVIEW
Mr. Tanso Ishihara presented the NTaster Plan for Hakone Gardens
3AKONE to the Commission. He pointed out several needed repairs at
~~ the Garden including:

1. The entrance road is too narrow;
•2. Several buildings have termite problems;
3. In addition to termites the Moon Viewing House is
tilted; and
4. The steppingstones need repair.
He also reported that Mr. Nakamura has been ill, and as a result
does not expect his report about Hakone Gardens until April or May.
Mr. Dever, who owns property next to the park, said that they have
been having trouble with picnicers from the park using their
property, and asked if there are any plans to fence between his
property and the park.
D. GATEHOUSE Z~ALKWAY
Vice-Chairman Rose said that since there has been so much
•GATEHOUSE confusion about whether or not the Gatehouse Walkway will be
WALKWAY built, we would like to reiterate this Commission's recommendation
that it not be built at the present time. Commissioner Rose
moved that this Commission recommend that the Gatehouse Walkway
not be built at this time, in conformity with their recommendation
of July 16, 1974. Commissioner Terry seconded, and the motion
was passed unanimously.
III. NEW BUSINESS
A. ESTABLISH HAKONE GARDENS REVIEW COMMITTEE
HAAONE Commissioner Clawson, Rose, Terry and Zambetti volunteered for
GARDEN this committee assignment. They will meet Saturday, March 9th.

B. PLANNIr,G COl~nyiISSION REQUEST
The Secretary reported that the Planning Commission has requested
a joint-meeting with this Commission to discuss the general topic
of trails and pathways.
TRAILS
Commissioner Terry felt that this should be discussed with the
City Council first in order to find out how the-Council wants this
Master Plan developed.
The Commission asked for~more specific information and that the
Planning Commission be contacted regarding tentative dates for
this meeting.
IV. COMMITTEE AND STAFF REP08TS
A. COMMITTEE REPORTS
B. STAFF REPORTS
1. The Secretary reported that the Council has hired Mr. Buktenica
BROOKGLEN to develop a plan for Brookglen Park and that she will be
pAgR meeting with him to set up a schedule for this.
2. The Secretary reported that operations costs have been added
to the Capital Improvement Program and submitted to-the city
Manager.

1. Earl M. Foster, RE: Proposed High School Site
Mr. Foster proposes to construct a golf driving range on this
property. Commissioner Terry said that this would only be
a problem if he proposes to use that section which has been
designated as a future park site.
B. ORAZ
Commissioner Zambetti asked about the trees donated by the Rotary
Club for E1 Quito Park. The Secretary said planting has been.
scheduled for r;arch 23, 1974. It will be publicized and she will
• contact those residents who attended the planning meeting for
E1 Quito.
VI. ADJOURNMENT
There being. no further business before the Commission, the muting
was adjourned at 10:00 P.M.
