The Minutes of the February 4, 1974 meeting of the Commission
were approved as submitted.

pA~ The Secretar reported that the City Counci_1 has not et app
the hiring of 1~Ir. Buktenica . aS the• landscape architect for. this
project. Plans to do the median landscaping alonE; Fruitvale Ave.
and Saratoga-Sunnwale Road in conjunction with this park work
have been changed, and the Fruitvale Ave. work will be done in-
house and only landscape plans will be drawn for the Saratoga-
Sunnyvale Road work at this time.
Commissioner Clawson said that George Martin, a I~os Gatos architect
drew plans for the Saratoga-Sunn~rvale Road median and sue~gested
that the Secretary contact him since she has not been able to find
• these plans at the City Offices.
In response to the Commission's request that she contact Los Gatos
regarding their parks budgeting, she reported that much of their
work is done either in-house or ~•;ith considerable community
narticiration, This way the major cost is for the necessary
~aterial.s.

Thn aecret~ry said that the major decision that; needs to be ma3e
regarding F~akone Gardens is crhether or not the City ::'a.nts to
keep it as a traditional Ja,~anese garden, or to enlarge it to a
major community park. In the first case, the only additional land.
needed is buffering between neight~orin~; residents and the nark,

There are existing trails in the undeveloped section of the park,
but these are net opo_1 du.e to lack of police patrols.

The Commission felt that they would like to include the people
~•rho have been active in the development of rial,one Gardens i~~
any major planning;, and. asked that Tanso Ishihara be invited to
the I•iarch 4th neeting for discussion. After. this meeting, the
Commission will decide if a t•~orking session including more
members of the community i_s needed.
B. AZULE FARK SITE PROBLEI~.S
~AZULE PARK
The Secretary reported that a solution to the problems ~-"rit?^
mini-bikes and the lack of a side~ralk at the Azu1e Farlc site
r::ust be found. The only suggestion made so ~ al~ regarding the
mini-bil~:es is to fence the border between the future ~rles~c tTalley
frae~~ray and the park. She has contacted the State Division of
Highways anc3 they have agreed to post no trespassing signs on
their property.
The Commission felt that residents should be able to ~ralk through
the park, and that fencing it should be a last resort. They
suggested that the City ordinances be amended to specifically
prohibit mini-bikes from using all undeveloped City land. They
also felt t'__at one weekend of intense patrol of the Azule site
could alleviate the probler: there. The Youth Co~smission and
neighbors could- help in this attempt, since tie mini-bikes are
usually gonr~ by the time the sheriff arrives.

The Secretary erould like to begin taork at Broo?>mlen Park as soon
as possible. To achieve this t'r~e Commission suggested that the
specific arias of concern to the residents be determined, and then
after this Commission revie~rs the plans, a presentation can be made
to the homenvrners' association involved. After final review by
the Commission, it can be presented to the City Council.
The Secretary reported that the drainage plans revision for Gardiner
Fork were accepted by the City Council.

D_r. Stevens is concerned- about the health hazard involving the
sand bow at Gardner Par'_l. The Commission did request
that an appropriate substitute b~ used at the nark :;~her_ his
problem ~>>as brought to their attention d~urir.~ the planning; of
the parl., but is Baas overlooked ~•rhen the parl~ went to bid.
The Cou__:i.ssion recc :mended that funds be allocated to replace
the sand ,•rith tan bark. Tre Secretary will reply to
Dr. Stevens' letter.

Commissioner Terry reported that he had been _contacted about a
resident ~~,anting to allow public access for trails on hi.s property
but that he was concerned about his liabilities. The Secretary
will checl~ on this.
Commission 't'erry asked about the topographical survey error
concerning Gardiner Paris. The Secretary said t..tat the City will
be landscaping up the t:~e adjoining pr.operty's fence line. he
also asked ~'~tiJOI?t the Lossibil:ity of selling tnE 20-feet t~~ic?o strip
of land connecting Gardiner Park with Harleigh Drive to the
adjoining property owner, since it is of no use to the City.
Chairman t~;il.berding reported that h.e must take a Monday night class
vrhich t~~.ill involve missing four Commission meetings. He talked to
the T~~ayor about this, and the Tayor felt that he needs only to
take a leave of absence from the Commission. The Cor~rnission a~ree~? .
He also reported that the T~iayor will appoint anew Commission to
fill the present vacancy soon.
