A. ROLL CALL
PRESENT: Commissioners Buchanan, Clawson, Gordon, Leong, Rose,
Terry, Wilberding, and Zambetti.
ABSENT: None
B. MINUTES
Commissioner Buchanan asked that the Minutes of the October 15,
meeting be corrected to state that he was the President of the
~'~unior Class for.the 1G72-73 school year. (Item I. C.)

Commissioner Leong ai~ked that these I~iinutes be corrected to state
that she was a member of the Student Council during the 1972-73
school year. (Item I. C.)
The Minutes of the October 15, 1973 Commission meeting were approved I
as corrected.

Thy Commission considered three possible park sites in thf Allendale
Aven~.ie-Chester Avenue area; one south of Allendale on Chester Ave.,
one adjacent to the Latter Day Saints property and the back five
acres of the Campbell School District property rort}: of Allendale Avf
In considering the Campbell School District property, two possi-
bilities for the future developr.:ent of Harleigri Drive were discussed,
One would be to have the two ends of Harleigh dead-encl into the park
and the other was to connect the ends i:~ a sufficiently serpentine
manner to avoid separating the creek from the park. The Commissiar~
was opposed ~o a straight connection of Harleigh Drive.
Commissioner Zambetti moved the Campbell School District property
be designated the future park sits in the Allendale - Chester Avenue:

B. SUMMARY CF UPDATED REPORT ON PROJECTED PARK SITES IN THE CITY -

Commissioner Terry presented this report to~the Commission. irJhile
preparing the repoz•t, he compiled the following items which need
further discussion by the Cor:,inissicn:
1. Master Plan for Brookglen-Cox Park site.,.
2. Hakone Garde;,s development ylan. '
3. Central Park -use concept.
4. Congress Springs Park - Tnaster Plan and financing plans.
5. Miljevich property -site selection and financial plans.
6.. Argonaut turf proposal.
7. Azule Park -development plans.
8. Freemont School District property - site selection and financial
plans.
Commissioner Rose asked how this Commission can be more active in
the budget preparation for the parks.
The secretary slid that the Capital Improvement Budget will .be
submitted to this Commission in February for review, and that its
recommendations will be considered in the preparation of the 1974-`75
budget.
BP,OOKGI,Eid_ The Secretary reported that Donalyn Shields, a student intern, is
C^~i SIT. working on the Brook~len-Cox park site and should have a development'
recommendation ready for the Commission by December 3rd. ShQ also
reported that the Greenbrier vo~::eowners' Association is very

A. DISCUSSIC'~: CT '_~ETAIT3IT•+G THE A?I!TIILTITICITY OF HAKONE GARDETI
The Mayos of Kyoto, Japan will be meeting with Mr. Beyer later this
H ALONE week, ar_d will submit the report from Japan on Hakone Garden to'him
GA..~.~DETT at that time. T'r~e City has already requested bids on both the
authentic and standard roof treatment for repairs at iiakor~e Garden.
The bids could range from $1,000 to $3,000.

Commissioner Rose suggested that low bushes be used to avoid the
watering problem the City is now experiencing with the Saratoga Ave.

Commissioner Buchanan asked if this could possibily be an Ecology
Club project. He has in mind .the Saratoga High School Ecology Club.
The Secretary said that the City need to get a~i architect's basic
design and then decide if the City's Park Department can handle tYie-
development or if it should be contracted out. If the Parks Depart-
ment does the work, the Ecology Club could be involved. -

IV. COMMITTEE ArtD S`T'AFF REPORTS .

1. Revie3:: of Bicycle Committee Report
BICYCLE The Secretary reported that the Co~ancii Committee of t~~e '~l'nole
REPORT will review this report on November 27th. She also presented
the revised Planning Commission General Plan Review schedule.
The Commission felt that this report is a reasonable compromise
when one considers that that many people affected by the bicycle
syter~ plan were completely opp-used to any bicycla route.
2. Renor-t on Santa Cruz rlountain Trail Association Conference

Commissioner Terry attended the conference and reported on the
activities involved. It is a private groups .~;hich invties
gover~TM~ental bodies, individuals, and private organizations such
as Sierra Club to get together and coordinate their plans.
Two important items discussed were eminent domain proceeding and
usage of gas tax :ponies for tr. ails. The State is prohibited fro
using eminent domain proceeding to acquire trails, but cities
and counties can. Gas tax monies can be used for trail develop-

The representative from San riateo County discussed the_i.r. trail

Phase II of the Lark developr:ient would be to acquire the Nursery
between the tti~~o pieces of the park, a piece of property connectin
with Sunnyvale Park and a small -piece beneath Sunr.~; . alA 'ark.
Trail de~relopment in the area would include ccnnectP~3 Sanborn
Park with Skyline Park and the Saratoga Gap and connectin~;IJnner
and. Lower Stevens Creek Parks. Commissioner Terry tti~ould likey
to contact the County about the possibility of connecting '
Montalvo, the Boy Scout Camp, and Stevens,Creek Fark. In connecti
with this., P. G.~& E. should be contacted to find out where they
ave lines and title to property in the area, as they might be
filling to have this land used as a trail.
STAFF REPORTS
The Secretary said that the City Manager would like the Commission
to answer TZr. Chibourn's letter regarding the easement along his
property. The Staff recommendation is to do nothing about his
easement until the entire area is st~idied. In the mean time, the'
easement could be closed.
Commissioner Terry asked that a calendar be prepared to schedule
(t,. "~ trail discussions. The Secretary said that she wants to schedule
VV study sessions as soon as the General Plan Review is completed.
The session c•~ould be open to the public tc discuss exact locations
of trails. She will answer r1r. Chibourn's letter and tell him that
this is what the Commission is planning to do.
The Secretary reported that the grass is grovring at El Quito Park,
but that there are some patches that need re-seeding. .
The City hopes to have ~Cevin P:oran Park lighted as soon as possible
to help solve the problem of .teenage congregation which is also
present at ~ildwood~ Park. The Secretary reported that Lar:i~y Scott,
an intern a.t the Youth Center is working on a program to keep these
teenagers busy rather than loitering in the parks. She is also
talking to~the Los Gatos-Saratoga Recreation Department ab-out this.

Kevin Moran Park.

High School tennis courts. The Secretary :rill look into this.'
