The Commission discussed the timing of Central Park developt~:ent
and decided to designate it as "long-range develop.ruent as need
arises" because community opinion seemed against immediate develop-
ment at the time of the last bond election, and there have been
no requests since. 1tl"nen the need arises, development planning wit.l
entail involvement of all sections of the City in laying out file
riaster Plan.
The Braille Garden at Hakone Garden. was added to the report on
Ha'~one. The Com~iission felt that development of this garden should
be cor.ti:~ued.
The tennis court development at Kevin P~;oran Park was designated
as it Phase III development, 'out nod definite tine for development
was established. - -- -- '
Commissioner Terry reported that there are two pieces of property
to be consi-3ered in selecti:~g this park site. One is referred to
as "The Orc+~_ard" and the other borders on Kilbride, ui~iere :;he iiousE
and barn are presently located. "The Orchard" piece .s 7. ;' acres
and the other is 4.2 acres. Parking and buffering will probably
take five acres of the site.
Tlie Commission designated the entire 11.9 acres as a future :~~rk.
site.
There are no exact boundaries that can be set for this grove, but
the. Commission designated the general area so that when'the proper
is developed, the grove can be preserved.

'ILDWGOD The Wildwood addition invoive~s 2.96 acres of land, and was
designated as long-range acquisition with no time seals.
SARATOGA The Secretary reported that the City of Sunnyvale had recently
HIGH received a bid of ~~,5C0 per tennis court, and at this price, the
SCFi00L - money allocated for Saratoga High School tennis court lighting
TENNIS could not even cover t4r0 courts. Also, P.G. & E. has asked the
CCURT the pity to cut back by 10~ their electricity,•usage. As a result
LIGHTING oft ese problems, there are no definite plans to light the tennis
tour s in the near future.
The Commission added the following properties under a miscellaneous
title:
1. Blaney Plaza •
2. The City-owned, undeveloped 4th Street extention.
3. The one acre Saratoga School District orchard behind Saratoga.
'School on Aloha. This was designated as open space, long-
• range acquisition.
The Secretary mentioned t'r~at a decision will be made by the City
Council whether to retain ownership of the city-own?d piece of
property at the corner of Allendale and Fruitvale Avenues o_r to
abandon it. If tine City retair_s it, it 4ri11 probably be developed
in conjunction Vrith the Fruitvale Avenue median strip.

TZr. Rod Rodrigues, P•ir. Lee Nelson and Mr. Garth Adams presented
the Little League proposal. They feel that this is a projE'ct

Commissioner Rose opposed granting this lease because she feels
Kittle League policy of not allowing girls on the boys teams
i;~ discriminatory against females, and she does not feel this
should be allowed on public property.
Commissioner Terry opposed the lease because he feels it should
be developed by.the City with a~Master Plan for the entire park,
riot in pieces. _
The timing for this type of development would be approximately
three months to complete the TZaster Flan. This includes survey,.
architect's proposal, anti review by the community.
Commission ~~Jilberding felt that the lease should be granted because
this is a chance to begin development of this park at no cost to
the City. It could be several years beforo the City can afford
to do anything with the site. die does want to be sure the
location o.f the baseball diamond is approved bar the City.
It was moved and seconded to recommend to the City Council that
the Little Lea~ae 'oe given a 2 or 3 year lease of t'r~e City-owned
section of the Congress Springs Park site, and that the cit:,~
architect be consulted. Commissioners Bu.c'nanan, Clawson, Gordon,
Wilberding and Zambetti voted in favor. Commissioners Leong,
Rose and Terry were opposed. The motion was passed.

BROOKGLEi~t -Donalyn compiled the res.,lts of the survey distibuted to the
COX FARK residents in tale area of tiro Brookgler.-Cox Park site. The
residents ~r~e_e in~favor of bufferingg between the park and adjacent
• -houses, a fence along the creek, arch a cross-walk on Cox Ave.
•~Based on their. requests, Donalyn suggested .the following:,.

1. Surveillance lighting - the•mini~um would be whatever
is su?ficient to allow the police to see into the parr.
2. Some type of fencing along the creek.
3'. Landscaped paths, benches and earth forms.
4: Play facility for school age children.

Traster Flan a.7_d to L:egi n develorment. If it is possible, she
would like i:o have this tlaster Flan developed by a mini-park
specialist. •

interested in develo~~ing the play equipment for this park.

The Commiss_on was concerned about tY~e motorcycle problem at the.
park, and possibly City liability if tYiere was ever a drowning in
the creek. '
The Secretary reported that she has not received any complaints
about motocycles at the park since September.
Commissioner Terry asked if the residents had indicated any desire
to enlarge the park. Donalyn said that .judging from their
requests for facilities at the park, they might• be iri f~T,Q.r of this.
Com~iissior~er Rose said that some of the close neigYlbors have
indicated that they do not vrant this because it would.'oegin
drawing people to the park wl~o do not live in zhe immediate area.
Commissioner Terry moored that the guidelines proposed by Donalyn
belaccepted. Commissioner Gordon seconded, and the motion was
passed unanimously.

The Secretary presented 'the calendar of items she developed at the
Commission's request to give them an idea of what they need 'to
conaider in the future. She also suggested that an official opening
be held for .Gardiner and- El ~zuito Parks in order to inform the
community of their development.

the designated parks, but there will be no separate map.

property at the corner. of Aloha and Hig3lwray 9 is involved
in eminent domain proceedings, and that a new Environmental
Inipact Report has been requested. This will be before the.
City Council December 5th.

Park hours signs are being installed stating the hours of
Sunrise - 7:00 F.M. , T+o~Tember to April and Sunrise to 10:00 F.T•i.
May to October as the official park use hours. .

The Secretary reported that they are interested in placing
the pathway on the southern side of Douglass Lane rather than
the nothern side which isiwhere it is shown on their approved
subdivision naps for that area.
Chairman-Wilberding asked that they be told that this will
be discussed in the Spring, and that no city ccmrnitment v~rill
be made until that time.
3. From Chamber of Commerce
Chairman i~Jilberdir_~ received a letter from the Chamber of
Commerce inviting the Co;nmissioners to help put up Christmas
decorations in the Village. There will be no lights this
year due to the energy crisis:

1. From Mr. Henderson, AVCO Develonr~ent Co.
I~Ir. Henderson said that AV^G~is involved in developing a section
of the West Valley freeway right-of-way, and that in order
to obtain Planning Commission approval of the subdivision, they
need. to have a~second access to the subdivision. The easiest
~•ray for them to do this is to connect with Scully Avenue
through City of Saratoga,. Ditz-Crane and State of Califo7~nia
property. Ritz-Crar_e is willing to sell the property, and if
AVCO Can buy City property, they will contact the.State a'oout
buying their piece. AVCO is willing to trade this piece
of property for another if that is what the City warts to do.
The Commission was concerned a'oout the traffic problem this
connect~.on to Scull~r Avenue could create,.and,would like an
engineer{'s report as to Vrhat the effect this ~~rould have.
Commissioner Terry cprould prefer the road- be moved doT:an to the
edge oz tiie park if it is built in order to avoid wastin;; any
land.
Chairman ~~lilberdi ng felt that if the road is not m~.ved down,
the developer s'rlould be responsible for developing the srnal.l

The motion Sias seconded by Commissioner Gordon, and was passed
unanimously. _.
2. From Chairman rlilberding - Regarding Meeting with ~iaycr 'of
Kyoto, Japan
Chairman Wilberding, Councilman Diridon,•T~;r. Charles Robbins,
and Rev. Zeeds Gulick met w~,th the T•layor of Kyoto, his wife
and the Vice-Chairman of the Kyoto City Go~ancil at Hakone Gai~cien,
They exchanged gifts and the T°iayor• of Kyoto read a proc]_arnatian
giving 'the City of Saratoga a Japanese lantern which is being
shipped froz Japan.

Commissioner Leong talked to T•Zr. Banos, advisor to the aaratoga
High School Ecology Ciub. He noes not think the ecology club
alone could handle this type of project, but it might serve as
an organizational group. to get other students involved.
