PLACE: SARATOGA COMMUNITY CENTER MEETING ROOM, 19655 ALLENDALE AVENUE, SARATOGA, CA. TYPE: REGULAR I. ORGANIZATION A. ROLL CALL PRESENT: Commissioners Buchan, Carlson, Flora, Gordon, Konrad, Schaefer, and Terry. OTHERS PRESENT: Roy Swanson, Park Foreman and Mr. R. E. Kaufmann, Trails and Pathways Task Force B. MINUTES The minutes of the November 3, 1975 meeting were approved as submitted. II. OLD BUSINESS A. STUDY OF MIDPENINSULA REGIONAL PARK DISTRICT - TRAILS TASK FORCE REPORT • Commissioner Terry reported he had spent some time with people from the Mid- STUDY OF peninsula Regional Park District and had obtained a map which he explained to M.P.R.P.D. - the Commission. TRAILS TASK The two trails that are agreed upon with no problems are the Montalvo-Scout Camp- FORCE REPORT Sanborn Trail and the Scout Camp-Los Gatos-Montalvo Sereno Ridge Trail. A trail that Saratoga's task force sha,r but Midpeninsula Regional Park District does not recognize is the Stevens Creek Park-Big Basin Way via Paul Masson with a branch to Mt. Eden. Our trail meets theirs at the City limits, but they do not show a link up and Saratoga would like one. The way it exists now you have to go all the way around from Stevens Creek up Big Basin to get to County Park. A more direct link is needed. The two trails which the Midpeninsula Regional Park District shows but Saratoga does not recognize are the San Andreas-Redwood Gulch-Sanborn Road Trail which is the valley trail, and the Loghry Trail. The Montalvo-Saratoga-Los Gatos Highway Trail is a duplicate trail as it is planned by the Saratoga Trails and Pathways Task Force and by the Midpeninsula Regional Park District. The Fremont Older Trail has not really been set as the Midpeninsula Regional Park District want a trail from Fremont Older over to Stevens Creek Park, primarily tF~ lower end, but also to the upper end, above the dam. The District has asked for suggestions as to where trails could meet with Fremont Older. The Saratoga Trails and Pathways Task Force recommendaficn is to have a trail that meets in the vicinity of the Southern-most tip of Fremont Older, and the trail continue thru Fremont Older to the lower end of Stevens Creek below the dam. Chairman Carlson questioned if there was+r~e~!•a.raerrpractical route from this area up the County or State routes that are proposed that would not involve going across the Blackwell homes area. Commissioner Terry reported that the M.P.R.P.D. has put together a plan, and the main reason • for the plan is that as they think of purchasing land, they want to have every- one's plans altogether. They do have a district boundary that they are limited to, however they can buy land wherever they want by using eminant domain. Chairman Carlson questioned if there was any disadvantages to having two dupli- cate trail plans and what is the possibility of the Midpeninsula Regional Park District funding the trail. Commissioner Terry reported that with the M.P.R.P.D., the County, and the State all thinking of buying, this is an advantage to having identical trail maps. However, communities have to carry their own load and they will not handle trail sections thru the city. M.P.R.P.D. has stated they are working in County areas as they have no park maintenance staff. III. NEW BUSINESS A. RECOMMENDATION TO CITY COUNCIL RE: TRAILS REPORT Chairman Carlson asked Commissioner Terry to present the Midpeninsula Regional RECOMMENDATION Park District - Trails Task. Force Report and the map he had prepared of the TO CITY COUNCIL trails to the Saratoga Trails and Patln~rays Task Force for their review before RE: TRAILS REPORT an actual recommendation is made by the Commission to City Council. Commissioner Terry moved that the map showing the various trails and the sugges- tions of the Parks and Recreation Commission be presented to the Saratoga Trails and Pathways Task Force and their suggestions brought back to the Commission for a combined recommendation to City Council. Commissioner Gordon seconded the motion, and it was passed unanimously. B. RECOMMENDATION TO REQUEST EASEMENT FOR ACCESS TO EL QUITO PARK The Secretary reported that it may be necessary for the City to request an ease- RECOMMENDATION ment on the property owned by tl~e Presbyterian Church which is adjacent to the • TO REQUEST EASE- Senior Citizens complex being developed in the immediate vicinity of El Quito MENT FOR ACCESS Park. The property is owned in fee by the church, and the developer does not TO EL Q!)ITO PARK have the right to give access for easement over property that he does not own. The project is going through Design Review and they are requesting landscaping be placed on the outside area in order to break up the amount of fencing. Be- cause of the request for landscaping, there is a problem with the total width of the area available as far as vehicular traffic is concerned, and it may be necessary to request accepted trespass or an easement straight up the driveway, without being able to provide a sidewalk. Mr. DeGrange, the developer is considering in his development plans the proper fencing or turnstile at his expense. Commissioner Gordon moved that the Commission recommend to City Council that they allow negotiations with the Presbyterian Church for use of the property for an easement. Commissioner Buchan seconded the motion, and it was passed unanimously. The Secretary stated the recommendation would be sent after Uesign Review, when it was needed. Chairman Carlson asked that Planning be aware of the Commission's plans for access to El Quito Park. IV. COMMITTEE A!dD STAFF REPORTS A. COMMITTEE REPORI~S - None B. STAFF REPORTS 1) RE: EL QUITO PARK STATUS The Secretary reported that City Council approved the reconsideration of revision of the Master Plan for El Quito Park, and appointments with architects were se[ for the week with Ken Arutunian, Jack Buktenica, and Mr. Abey. Basically, they will be asked for a proposal of what costs would be to complete the design and location or redesign of the facilities in the park. -2- • • PARKS b RECREATION COMMISSION - MINUTES - NOVEMBER 17, 1975 - continued 2) RE: INDIAN ENCAMPMENT • ~ The Secretary reported that George Woodard, president of the Indian Council has canceled the Indian encampment which was to be held in the Spring as a Bicentennial project on the Fremont Nigh School property, because of threatening phone calls to destroy the proposed encampment. 3) RE: BICENTENNIAL ACTIVITIES Commissioner Flora questioned what the City of Saratoga is planning for Bicentennial activities. The Secretary reported that a community calendar is being printed, planting of poppies along Saratoga-Los Gatos Road, a festival on April 25, 1976 at Congress Springs, where people will be bused up for ail the festivities. In case of rain the festival will be moved to Redwood School, the Civic Center, and Civic Theatre. The day will start with a church service, performances by different groups, barbecue, and many other activities. On July 4, 1976 the dedication of the Historical Park will take place, and the conclusion of the Bicentennial celebration will be a parade in September. Many of the drama groups will be performing through- out the year with such productions as "George M" and "1776". V. COMMUNICATIONS A. LETTER FROM CONGRESSMAN NORMAN MINETA RE: DUTCH ELM DISEASE The Secretary included in the Commission's packet a letter to City Council from Congressman Mineta acknowledging our support of HR 1049 for the prevention and control of Dutch Elm Disease. VI. November 13, 1975 1 have reserved the majority of the time of this meeting to complete the study of the Midpeninsula Regional Park District Trails Task Force Report. Maps will be prepared for your use so that we may visually see where the trail systems may link together. It may be necessary for the City to request an easement on the property owned by the Presbyterian Church which is adjacent to the Senior Citizens complex being developed in the immediate vicinity of E1 Quito Park. The property is owned in fee by the church, and the developer does not have the right to give access for easement over property that he does not own. {n first initial discussions with members of the Planning Department, this project is going through Design Review and they are requesting landscaping be placed on the outside area in order to break up the amount of fencing. Because of this request for landscaping, there is a problem with the total width of the area available as far as vehicular traffic is concerned, and it may be necessary for us just to request accepted trespass or an easement straight up that driveway without being able to provide a sidewalk. I will look further into the matter and have as much information as I can for you by Monday nights meeting. At the City Council November 5 meeting they declined to approve the revision of the Master Plan for E1 Quito Park because they wish to study the matter. The matter did come before the City Council at an adjourned regular meeting on Tuesday, November ll, and City Council approved the revision of the Master Plan and selection of an architect to do the revision.
