PLACE: SARATOGA COMMUNITY CENTER MEETING ROOM, 19655 ALLENDALE AVENUE, SARATOGA, CA. TYPE: REGULAR (. ORGANIZATION A. ROLL CALL PRESENT: Commissioners Buchan, Carlson, Flora, Gordon, Konrad and Terry. ABSENT: Commissioner Schaefer. OTHERS PRESENT: Roy Swanson, Park Foreman. ,` 6. MINUTES The minutes of the October 20, 1975 meeting were approved as submitted. II. OLD BUSINESS A. PLANS FOR BROOKGLEN PARK DEDICATION The Secretary distributed to the Commission a copy of the proposed program for the • PLANS FOR dedication of Brookglen Park and asked for their comments. BROOKC,LEN PARK Chairman Carlson suggested another member of the Commission, possibly Commissioner DEDICATION Terry, do the introductions since he would be speaking on park development. The Commission and Commissioner Terry agreed. The Secretary stated if the Mayor is not available to do the "welcome" at the dedication, she would ask another Councilperson. Chairman Carlson stated he would contact the President's of the Prides Crossing Homeowners Association and the Brookview Homeowners Association to see if they would be interested in speaking also. Possibly, Loretta Hill would like to speak for Prides Crossing since she is the Vice President and was so involved in the park because she lives in the immediate neighborhood. The Secretary explained what the program would look like and what it would include. Punch and cookies would be served for refreshments. B. EL QUITO PARK DEVELOPMENT The Secretary reported that City Council must authorize the consideration to revise EL QUITO PARK El Quito Park Master Plan, prior to the Commission actually proceeding with revi- DEVELOPMENT Sion suggestions. A recommendation from the Commission to City Council will be on the November 5 Council agenda asking permission to revise the plan, and also requesting approval to begin selection of an architect. At this same Council meet- ing a public hearing will be held on the first year CDA funds. The recommendation to hire a specific architect will have to be delayed two (2) weeks. Chairman Carlson asked the Commission's comments on staff interviewing all 3 architects, as stated in the Secretary's memo to the Commission. Commissioner Gordon thought it. was a good idea to get three different views on the park. Chairman Carlson questioned an architect being hired and not have to follow the • CCLA schedule. The Secretary stated that since Randy Anderson of Planning has done so much work on the El Quito Plan and practically eliminated the first phase, plus the City possibly using our a~n inspectors, this would cut down on costs. The Secretary reported she would proceed with the interviewing of the architect's after Council's approval on November 5. Staff's recommendation for the architect will come to the Commission before an actual recommendation is made to Council. -1- III. NEW BUSINESS - continued .~ . A. MIDPENIN5ULA REGIONAL PARK DISTRICT - TRAILS TASK FORCE REPORT • The Secretary stated the Trails Task Force Report from the Midpeninsula Regional M.P.R.P.D. - Park District has been referred to the Commission by City Council for review and TRAILS TASK any comments or recommendations. The Park District would like a report back by FORCE REPORT January 1. The Secretary stated there are several trails the Commission should review, how- ' ever she requested it be done at a future meeting when she could have a County map and other material available to better explain the locations of the trails. The Task Force is interested in how these trails might link up with Sara toga's trails. Commissioner Terry stated that after reading the Trails Task Force Report, the main trails the Commission should review are the San Andreas Corridor, San Andreas Trail, Monte Sereno Ridge Trail, the Prospect-to-Skyline Corridor which includes the Fremont Older Trail and Loghry Trail, and the Montalvo-to-Skyline Corridor _ which includes Villa Montalvo Park Trail and Phelan Trail. Chairman Carlson questioned if most of the corridors follow trail routes that exist. Commissioner Terry reported that at one time these routes did exist, but today about 10~ of the proposed trails are not accessible. • Commissioner Terry asked the Secretary to get a County map and he would mark it up before the Commission reviewed these trails at their next meeting. b RECREATION~MMISSION - MINUTES - NOVEMBER Chairman Carlson requested that the Trails Task Force Report from the Midpeninsula Regional Park District be put on the November 17 Commission agenda for review and that the Saratoga Trails and Pathways Task Force be sent an agenda so they may attend the meeting if interested, B. SD 1212 - SENIOR CITIZEN HOUSING DEVELOPMENT The Secretary explained the location and plan of the housing development next to SD 1212 - El Quito Park, and asked the Commission their comments on requesting the developer • SENIOR CITIZEN to provide access to the park. HOUSING DEVELOP- Commissioner Terry questioned how to provide legal public access. Chairman MENT Carlson stated there was a way in which a public access is closed once a year for legal purposes, as Quito Library does this. The Secretary stated she would check. Commissioner Terry asked if there was room for 3 feet of walkway for public access alongside the development. The Secretary stated she would check on this also. Chairman Carlson recommended that pedestrian aces be allowed for people to enter and leave the park grounds from the location at the back of the park by the pro- posed Senior Citizen Housing Development, and possible use of a locked gate or turnstile at this location that would still allay wheelchair access. The Secretary stated the Commission's recommendation would be sent to the Planning Commission. This SD - 1212 is also scheduled for review by the Land Development Committee on Thursday, November 6. IY. COMMITTEE AND STAFF REPORTS A. COMMITTEE REPORTS 1) RE: TRAILS AND PATHWAYS TASK FORCE Chairman Carlson expressed his appreciation to Commissioner Terry for the trails tour on November 1 in which a few members of the Commission and Trails and Pathways Task Force attended. B. STAFF REPORTS 1) RE: FOOTHILL PARK - STATUS OF CO-DEVELOPMENT The Secretary reported that City Council approved the continuation of the • agreement with Ken Arutunian for Foothill Parlti and he is proceeding with the work. The City is providing Mr. Arutunian with needed information on water lines, electrical service, easements, boundaries, etc. -2- ~« • PARKS b RECREATION COMMISSION - MINUTES - NOVEMBER 3, 1975 - continued The City is also requesting a larger drainage area because of the problems that have occurred in this area. • It looks quite definite that the Army Corp. of Engineers will be doing the grading work requested the fourth weekend of March, if weather permits. The architect has 120 days to complete working drawings for the City. As soon as we receive the drawings, it will be determined how much can be done in- house. The Foothill Family-Faculty Club already has their working drawings and they have been given the go ahead by the Board of Directors. The City received a letter from the Board expressing their appreciation for the entire co-development project. Mr. Swanson reported he is meeting with Henry Clarke of the School District to review their working drawings and he would report on this at the next Commission meeting. V. COMMUNICATIONS A. CPRS COMMISSIONERS NIGHT - INVITATION The Secretary stated this invitation from CPRS came quite late, but any Commis- sioners interested in attending let her know and she would call in the reservations B. CUPERTfNO - MEMORIAL PARK DEDICATION INVITATION The Secretary included in the Commissioner's packet an invitation to the Memorial Park Dedication in Cupertino. C. LIBRARY SITE Chairman Carlson reported that City Council has dropped all negotiations for the library site at Saratoga Avenue and Cox Avenue and are again considering the site at Cox Avenue and Saratoga-Sunnyvale Road. .• VI. On E1 Quito Park, it has been determined that the City Council must authorize the consideration to revise the Master Plan, prior to the Commission actually proceeding with revision suggestions. So, a recommendation from the Commission to Council will be on the November 5 Council agenda, not only asking permission to revise, but requesting Council's approval to begin selection of an architect. As a result of the above necessary action, the recommendation to hire a specific architect will have to be delayed. The City Manager has requested that staff interview all 3 architects the City has worked with in the past; the firms of Royston, Hanamoto, Beck and Abey, Jack Buktenica, Arutunian/Kinney, and establish the perimeters of the project. The City Manager feels we should request the work be done for a set fee rather than on the CCLA schedule, and that the architect work with our Planning staff regarding design. Appointments will be made so that a staff recommendation may be ready by your November 17 meeting. The Trails Task Force Report of the Midpeninsula Regional Park District has been referred to the Commission by the City Council. I think you should establish a date for study and review in order to make comments as requested in the letter. The City Council has approved the continuation of the agreement with Ken Arutunian for Foothill Park and he is proceeding with the work.
