SARATOGA PARKS AND RECREATION COMMISSION

TIME: MONDAY, JUNE 9, 1975 - 7:00 P.M.

I. ROLL CALL
PRESENT: Commissioners Buchan, Carlson, Flora, Gordon, Konrad, Schaefer and Terry
11. DISCUSSION OF RECOMMENDATION TO CITY COUNCIL REGARDING CHANGES IN CITY SUBDIVISION
ORDINANCE

Chairman Carlson explained the purpose of the meeting was for the Commission to
look at what has or has not taken place as far as the Commission's recommendations
to the Planning Commission in regards to the Subdivision Ordinance.
The Secretary reviewed the past work the Commission has done on the Subdivision
Ordinance for the new Commissioners present, and what some of the recommendations
have been and changes made.

• division Ordinance as well as establish a local ordinance to evoke it.
Commissioner Terry stated that further clarification should be made in reference
to trails and/or pathways in various sections of the Subdivision Ordinance, as
already defined in the portion regarding Hillside Subdivisions, Section 13.9-2
(1).
Commissioner Terry pointed out that in Section 12.4 - Form of Tentative Map and
Accompanying Date - no reference is made in any portion of this section to require
that dedication or easement for bicycle path, trail or pedestrian/equestrian path-
way be shown on the tentative map. The Commission recommended that these items
be physically shown on the tentative map prior to approval by the advisory agency
and the ordinance specify the same.
Commissioner Carlson recommended that Section 13.3 (17) Sidewalks and Pathways -
include reference to bicycle pathway or trails, be they pedestrian or equestrian.
Commissioner Terry questioned the General Plan upholding sections of the Sub-
division Ordinance. The Secretary stated she would investigate to see if addi-
tional coverage is needed.
The Secretary stated she would send the Commission's recommendations to City
Council.
III. ADJOURNMENT
There being no further business before the Commission, the meeting adjourned at
8:30 p.m.

Because the Monday, June 2 meeting was cancelled due to lack of quorum,
Chairman G. Carison has requested this special meeting in order to make
a recommendation directly to City Council regarding changes in the Sub-
division Ordinance. The Ordinance will be scheduled for public hearing
at Council's June 18 meeting and there would not be sufficient time
after our June 16 meeting to prepare recommendations for Council. Also,
the meeting is scheduled for 7:OO~p.m. because the Good Government Group
,Publ,ic Forum on the City fiscal condition is scheduled for 8:00 p.m. at
the Community Center the same evening. 1 will be attending the Public
Forum and a1i Commissioner's are invited to attend.
In order to make a definite recommendation to Council we must hava a
quorum. So, if you will be unable to attend, please contact my office.

The basic results of the joint meeting in study session with City Council were:
1) That the Commission propose an official Master Plan for Hakone
Gardens that can be adopted by Council and that funds for some
of the immediate needs be requested in budget of 1975-76.
2) That the Commission find a way to review with the citizens of
Saratoga the aspect of continued park development before they
consider a Bond Proposal. Financially and economically right
now is not the time to propose a bond issue and Council will
basically not recommend that one be considered.
As a result of these ideas, the Commission should consider outlining a definite
Complete Master Pian for Hakone which we will work on at this meeting.
would like the Commission to begin study of the aspects mentioned in relation
to the Bond Issue, which I will review with you at the meeting.
My personal first reaction about the joint meeting is one of frustratiory for no
immediate funds are available, but upon second thoughts I have very positive
feelings that Council now understands our recommendations, agrees that we must
do further study in the area, and basically those Council members who were
present at the study session, Mayor Bridges, Councilman Matteoni and Council-
woman Corr seemed to be in favor of the Hakone Master Plan, restoration at
Hakone and the aspect of monies for more park development. But, the major
factor which is the detriment is strictly financial.
We will welcome two new Commissioners at the June 2 meeting, Susan Buchan and
Richard Konrad.
I would like the Commission to consider supporting Assembly Bill 997. I have
enclosed the letter sent by Larry Naake, Executive Director of California Park
and Recreation Society which will give you the background information. I have
also requested a copy of the actual bill; hopefully, it will arrive by Monday.
I have also included for your information the Legislative Report sent this
week to CPRS members; you may want to consider Commission or individual support
of other items.

I think we should set a date for a tour of all City parks and potential sites
and then have a background review session. This will be of particular value
to the new Commissioner's, and will serve as a review for the rest of the
Commission. I would tike to see this scheduled before the end of June, maybe
on a Saturday or Sunday.
I will bring you up to date on the status of the potential Congress Springs
property.
