SARATOGA PARKS AND RECREATION COMMISSION
MINUTES
TIME: MONDAY, JANUARY 20, 1975 - 7:30 P.M.
PLACE: CRISP MEMORIAL CONFERENCE ROOM, SARATOGA CITY OFFICES,

TYPE: REGULAR MEETING
I. ORGANIZATION
A. ROLL CALL
PRESENT: Commissioners Carlson, Clawson, Gordon, Rose, Terry, Wilberding,
and Zambetti.
ABSENT: Commissioner Buchanan.
OTHERS PRESENT: Mr. Bob Modlin of Game Time Play Equipment Co., Mr. John Powers,
Mr. Roy Swanson-City Park Foreman, Mrs. Louise Schaefer, and
Mrs. Sally Carlson.
B. MINUTES '
The minutes of the January 6, 1975 meeting were approved as corrected.
11. OLD BUSINESS
A. PRESENTATION OF GAME TIME EQUIPMENT BY BOB MODLIN
• The Secretary introduced Mr. Bob Modlin of Game Time Equipment Co., and Mr.
PRESENTATION OF Modlin gave some history on his company. Game Time has been involved in play
GAME TIME EQUIP- equipment for over 20 years, and 185 new pieces have been added to their avail-
MENT able products for 1975• These pieces have been in the planning stages for a
number of years. Game Time now has metal, wooden and concrete equipment.
Mr. Modlin provided the Commission with a slide presentation of their various
equipment, and distributed brochures for the Commission. After the presentation•
Mr. Modlin demonstrated how easily the wooden play equipment pieces fit together
and the texture of the pieces.
Questions which the Commission had concerning safety were answered by Mr. Modlin.
The Secretary stated she has already sent the proposal for the play equipment to
the Saratoga Rotary Club.
6. REVIEW OF ESTIMATED MAINTENANCE AND OPER,ATIOY Ct1STS FOR PROPOSED BOND ISSUE
ITEMS •
The Secretary discussed with the Commission staff's estimated maintenance and
REVIEW OF ESTIMATED operation costs, based on today's costs at a per year basis, and the inflated
MAINTENANCE & costs at 7~ per year. Combining all items on the park bond issue, except the
OPERATION COSTS Quito Pathway, and inflating it 7% per year, if all were fully developed by
FOR PROPOSED BOND 1981, the cost would be approximately $82,000 per year in maintenance costs.
ISSUE ITEMS The one area the Secretary was not able to come up with a cost figure on was
what would be required for additional police and sheriff protection with the
addition of more parks. Captain Johnson of the Santa Clara County Sheriff's
Department stated that if the City's park vandalism problem should increase,
then a specific pattern would have to be added for the patrolling of parks.
It is difficult to put an actual cost figure on this.
Commissioner Zamlbetti made a motion that the Commission approve the park bond
• issue proposal and that it be forwarded to City Council. Commissioner Terry
seconded the motion, and it was passed unanimously.

C. RECOMMENDATION CONCERNING SDR - 1162
• - Commissioner Terry presented the Commission with some photographs and a map of
RECOMMENDATION - the trail area concerned, and explained the exact location and specifications of
SDR 1162 the area. The trail is off Ten Acres Road down a private road which serves 3
pieces of property. SDR -1162 concerns the first house off Ten Acres, the
Cantacessi property.
This specific area might be the last possible link which could be used for a
trail from the Sobey Road area to the Saratoga-Los Gatos area, which will then
allow access to the Montalvo area and sphere of influence.
Chairman Wilberding questioned the possibility of going down the back of the
property. Commissioner Terry stated that it was a possibility, and in the early
plans the extension of Crisp Avenue went into Sobey Road, however, this has been
dropped as there is no way to get from one point to the next. Ideally, the
trail should parallel the creek, but if it cannot be negotiated an easement or
dedication for trail purposed will have to be requested from Ten Acres Road.
The Secretary questioned Commissioner Terry if this was a trail the Trails and
Pathways Task Force was working on. Commissioner Terry stated it is a trail
the task force has been working on, as it is a vital link from the Fruitvale
area to the Sobey area.
Commissioner Terry made a motion that the Commission recommend to the Planning
Department that an easement or dedication for trail purposes be requested from
Ten Acres Road to the northeast corner, and from that area to the southeast
corner. Also, that the trail area be a minimum of 10' wide on the private road
off Ten Acreas Road, and extend to the eastern boundary, and from that area to
the southern boundary immediately adjacent to the private road.
Commissioner Zambetti seconded the motion, and it was passed unanimously.
The Secretary stated she would write up a recommendation to the Planning Depart-
ment and include some of the photographs with a marked map showing the
Commission's recommendation.

III. NEW BUSINESS
A. REVIEW OF CITIZEN RESPONSE TO COMMUNITY DEVELOPHI=NT ACT QUESTIONNAIRE
The Secretary distributed to the Commission the results of the Community Develop-

B. EMPLOYEE DEVELOPMENT DEPARTMENT FUNDS
_ The Secretary reported that the City has obtained 5 positions administered by
EMPLOYEE DEVELOP- the Santa Clara County Manpower Board. The positions are: 1) Engineering Aide
MENT DEPT. FUNDS ~ 2) Planning Aide 3) Public Works Maintenance Man 4) Personnel Clerk 5) Record
Clerk. With these positions, wages are paid for by the Manpower Board, and are
for a period of 13 months.
- All screening for the positions are being done by the Employee Development De-
partment, and then the individual is referred to City staff for interviewing.
C. FEBRUARY 17 HOLIDAY
The Secretary reported that the Commission's seomnd meeting in February falls
FEBRUARY 17 on a City holiday, and questioned if the Commissii-oner's would like to change
HOLIDAY their meeting date.
Commissioner Zambetti made a motion that the Febfmuary 17 Parks and Recreation
Commission meeting be changed to Tuesday, Februarr}y 18, due to the holiday.
• Commissioner Carlson seconded the motion, and it was passed unanimously.

D. HAKONE ROCK PATH
The Secretary reported that Roy Swanton, City Park Foreman, has been given an
• •HAKONE ROCK estimate of 5357 for 18 tons of stone for the pathway at Hakone Gardens that
PATH goes up to the viewing platforms. The work will be done by the City park crew.
The Commission agreed this pathway should be done and recommended the funds be
taken from the Capital Improvement allocation for Hakone Gardens.
E. COMMUNITY DEVELOPMENT FUND PUBLIC HEARING
The Secretary reported that there is a public hearing January 21 at an adjourned
COMMUNITY DEVELOP- City Council meeting on the Community Development Act of 1974. This will be

IV. COMMITTEE AND STAFF REPORTS
A, COMMITTEE REPORTS
1) RE: HAKONE REVIEW COMMITTEE
The Secretary reported she will be sending out an agenda for the January 29
Hakone Review Committee meeting unless City Council schedules an adjourned
meeting on that same date.
2) RE: TRAILS AND PATHWAYS TASK FORCE
Commissioner Terry reported that the task force had a man from PG~E report
to them on how PGbE works with different communities and their parks. Where
PGEE owns land for power lines, they work directly with the City when a park
goes on the property.
Commissioner Terry reported that he visited a park in E. Oakland where PG&E
had put in a big power line.. The park was over 2~ years old and had held up
• well. The play equipment was worn from use and a couple table tops had been
replaced, but not much vandalism. The play equipment and layout was explain-
ed and the area in which' the park was located.
The task force has obtained a map showing what land PGEE owns, and they own
almost 3/4 of the trail along the railroad tracks in Saratoga. PG&E likes
long term contracts (in excess of 20 years), and the Public Utility Commis-
sion makes them include in the contract a 90 day cancellation clause.
The task force is working with PGCE now and determining trail access. As
they get further along, Commissioner Terry stated he will bring in the map
showing PG&E land and possibly some of the small areas could be used as
neighborhood parks.
Commissioner Terry stated the task force will also be speaking with Southern
Aacific regarding the •t rail along the railroad tracks.
3) RE: SKYLINE REGIONAL TRAIL COUNCIL MEETING
Commissioner Terry reported on the Trail Council meeting he attended
January 18. The Mid-Peninsula Park District has accepted the coordination
of the Stevens Creek area trail and are asking $500 from each city involved,
to write an impact report on the area.
The Murphy Bill which covers the Santa Cruz area has 5 or 6 major trails now
that State money is covering.
San Mateo County has seen what Santa Cruz County has done and has had their
legislator Mr. Gregorio submit a bill which would include 2 trails - 1 along
Che coast and 1 along the ridge. The trails will be for hiking, and small
areas for horse and bikes.
Dale Wilson of the•State of California Parks Department spoke of their trail
plans - mainly, one from San Francisco to Santa Cruz and another in the Los
• Angeles area. The State Department is experimenting with a non-hard trail
surface.
Senator Chappie is resubmitting a bill (SB-378) which would provide money
for cities to develop trails to link with State trails. The bill is for
3 million dollars to be used state wide.

1) RE: SUBDIVISION ORDINANCE
The Secretary reported that the Commission's recommendation on the Sub-
division Ordinance has been sent to the Planning Department.

DATE. January 16, 1975
Bob Modlin of Game Time Equipment Company will be at the meeting to present the
slides of their new wooden structure equipment, and will be able to answer your
questions about the equipment. I have taken the liberty to inform members of
the Rotary Club that the slides will be shown and have invited any interested
persons to attend.
• Enclosed is an estimate of the maintenance costs connected with the projects
included in the bond proposal, and the revised proposal to present to City Council.
If the Commission so desires it can be approved at the January 20 meeting, then
forwarded to the City Council by the City Manager.
It will be necessary for the Commission to determine if trail area is to be re-
quested on SDR-1162, the potential development on Ten Acres Road, because the
SDR is scheduled for Planning Commission agenda on January 22.
I would like the Commission to review the results of the citizens survey regarding
use of Community Development Act Funds. It is rather interesting that 3 out of
the top 4 priorities expressed by those responding to the purvey were in the area
of open space, scenic areas., public open space and landscaping and installation of
new parks and playgrounds. A sufficient number of copies are not available to be
included in the packet, but will be ready by Mond~yr.
The Commission recommendations on the subdivision ordinance have been sent to the
Planning Department. If you would like a copy of this final recommendation I will
have it for you on Monday.
