July 11, 1974 FROM: Barbara Sampson SUBJECT: Agenda - July 15 Regarding the Capital Improvement Program, revised as of July 10, please note that Azule Park development funds now show in 1977-78, which is what the Commission had requested originally. As you can see from Mr. Beyer's memo, that plans are made to provide a pathway across the frontage of Azule Park. Also stated in the program is $15,000 for Wildwood Park. In light of this revision, I have held your . original recommendation made at the July 1 meeting so that it could be up-dated before it goes to Council on July 17. We have received the site plan for Congress Springs Park from the Architect and we have 3 or 4 alternatives to review. The Commission should make a recommenda- tion to Council regarding this matter. The lease agreement with the Saratoga Little League will go to Council in August. I met with the Foothill School Faculty - Parents Club on July 9 and will report to you on this. The club is interested in doing some development of the school property, and we may want to investigate the idea of co-development of school property and the adjacent City property. I will have some added information on size of the school property prior to the meeting. The City Council on July 3 authorized to advertise for bids on Brookglen Park. I have enclosed a copy of the final cost estimates, and bids are being requested on items 1-14 and alternates 1, 2, and 3. The City will obtain prices on items 15-18 to be presented a.s part of the total cost of the park when bids are accepted. Bid opening is scheduled for August 1, 1974. The recommendation regarding the trail easement on the Pace Property went to the Planning Commission on Wednesday, July 10. The Commission did not need to take any official action on the recommendation. Action will be taken when final site approval is granted. Pate, Chairman, Planning Policy Committee SUBJECT: OPEN SPACE ACTION PROGRAt•1 FOR SANTA CLARA COUl~'TY (Draft) Enclosed for your review and comment are copies of "An Open Space Action Program for Santa Clara County." Thls report presents preliminary recommendations regarding specific actions . which should be taken to implement the open space policies of the countywide Urban Development/Open Space (UD/OS) Plan adapted by the Planning Policy Committee in April of 1973. These recommendations have been prepared by the PPC's Urban Development/Open Space Subcommittee. The adopted UD/OS Plan indicates policies which should be followed in order to protect open space resources in Santa Clara County. The enclosed Open Space Action Program identified both (1) the specific actions that should be taken to implement the UD/OS Plants open space policies, and (2) the specific governmental agencies that should take these rec anmended actions. This draft report is submitted for your review and comment. Following a 90-day public review period, ending September 30, 1974, the PPC will review the responses it has received and adopt its final recommendations. These final recommendations will then be referred back to the cities, the County, various special purpose districts, and other appropriate agencies with the request that they be adopted and implemented, Concerned citizens are also being encouraged to make their views known regarding this draft report during the 90-day review period. Specific suggestions are contained in this report as to how they can make their views known both directly to the PPC and to their local city councils, planning canmissions, and board of supervisors as welt.
