Michael Taylor responded that the City re~ei~ed nine conceptual prQpQSes.

Vice Mayor Waltonsmith stated the decision was made to gQ with what seemed
do-ahle for the front half Qf the property_
City Manager Dave Anderson commented that Caun~il dire~tiQn to staff was tQ
solicit proposals for use Qf the front half of the property only.
Vice Mayor Waltonsmith then introduced Alan Beck. Mr. Beck went Qn to
explain their proposal and that their goal was to turn the property into a point of
gatherings for community events_ Mr_ Beck continued to explain the exterior Qf
the buildings would be made of a steeVtin type material along with the use of
stuc~Q an the exterior_ Mr_ Beck showed samples of flooring that ~QUId be used
and explained the ~QSt difference between various types of flooring, noting that
wood flooring is mare expensi~e_ Mr_ Beck noted that the total proposed
conceptual design tames to $1,217,SIXl.IXI and that the Beck's would fund an
additional $ l IXlK in Child I3evelopment Center (CDC} items such as; cots, mats,
etc_, and would have the Center ready far immediate move in and use ~Qndition_

City Manager Dave Anderson stated that a poll of the ~Qmmunity did take place in
2IX15; which resulted in citizens wanting a gymnasium_

buil~in. He asked if #h~re way om~ o#h~r way #o approach this problem.
David E~~lestQne -stated the Planning CQmmissiQn appears not tQ be up to speed
and had a lot of questions. The community didn't have a lot Qf input and that we
really need tQ first determine just what is needed and then gQ out tQ bid Qn that
information -have mare bids. Mr_ EgglestQne doesn't feel this proposal is in line
with the neighborhood; variances not in line with what the neighborhood is; and
the samples shown this evening are mare in line with a "s~hoQl" neighborhood, not
a residential neighhorhood_ Mr_ EgglestQne also had ~oncems regarding injury
liability in a gymnasium.
CQUncilmember King asked Mr. Egglestone what he would like tQ see at the North
Campus_ Mr_ EgglestQne said be would like tQ see a Senior Center at North
Campus_
Howard Miller -stated that we all need day care centers at same time and that a
day care wQUld be nice as well as a arts facility. Mr_ Miller asked who is going tQ
manage this project and felt the City shQUld be the one n~nning the project -not a
private firm_
I3oug Robertson -stated he is a structural engineer and is very ~Qn~erned about
steel buildings and the City needs to scrutinize the appearance Qf whatever is used.
He noted that maintenance is very low an steel; but you need tQ have the look and
feel far Saratoga. He also noted that there is a ~emendous need far a gym in this
community and that it would get a lot of use; however, the seniors should have
something also and recommended a jQintuse -far seniors and youth. (Mr_
RQbedson offered his professional services, if needed}_
CQUncilmember King stated both seniors and youth would be able to use the North
Campus fa~ility_
Marc Homan
feels strongly about ~Qmmunity sports far children and
enoura~s council #o o forward with the gym proposal.
TQm Saari -supports what CQUncil wants tQ do tQ provide places far activities; but
must look at what the prQpQSed plan will dQ as far as hundreds Qf cars entering and
exiting the property as well as traffic issues occurring Qn Prospect Avenue.
CQUncilmember King asked Mr. Saari what be would like tQ see Qn the property
and his response was that be would have liked tQ see houses built; and also likes
the multi-use facility far both seniors and yQUth_
Roger Piazza -stated he has several issues. Parking, kids screaming and gars in
and Qut Qf the property and suggests a sound wall around the property. If a gym is
canstru~ted -who is going tQ ~Qntrol it? It is important tQ know what affect it will
have Qn the neighborhood.

Karlina Ott - stated that this reminds her Qf Kevin Moran Parkin many ways_
People have tQ lime with change and she likes the proposal and that it would be a
nice facility far kids_ It would also bring in tax dollars_
Catherine Sent (nQ speaker card} -likes the proposal; lets move forward_
Sue Cohn (no speaker card} -stated it is a good idea to have amulti-use facility;
and is surprised at a gym proposal. Would like tQ see something that series
seniors more.

Linda Rodgers suggetd doing things in sequence with the money #hat i
available.
Joyce Hlava feels the gym is a good idea in is of low impac# urea but feel
money and deign issues are concerns for everyone.
CQUncilmember King stated that she had assumed the Planning CammissiQn was
at the same stage in the North Campus planning process as the Council and feels
we shQUld have mare Qf these meetings with the Planning Cammission_ She also
feels the Becks came up with the gym idea because it was hrQUght tQ them by
CQUncil and suggested maybe they could present more ideas with more Qf a multi-
p use.
Vice Mayor Waltonsmith wQUld like to move forward with the Beck proposal and
would like money put towards a sound wall and sewer and water upgrades.
Suggested staff work with Mr. Beck far a longer cantra~t and feels we should gQ
forward with the site proposal and mitigate the issues brought up this evening.

property and in ~ years still see #hese dilapidated front two buildings; and the
building de#eriora~ing. ouncilmember Ding agrees we need to move forward.

mind tha# we do need more public input.
City Manager Dave Anderson noted the environmental impact is a ~oncem voiced
by most everyone that spoke this evening and we would need money to dQ a
formal Environmental Impact Study. He also stated staff ~QUId research additional
architectural plans with the Beck's and bring it back tQ another Joint Meeting.
CQUncilmember Hunter stated that before we dQ architectural plans we need to
take a look at these types of proposed buildings_ We need to take our time and dQ
it right and dQ it well; build a nice building instead Qf a manufactured building.
CQUncilmember Hunter suggested going for a bond measure tQ support the North
Campus_
