HomeMy WebLinkAbout12-02-2004 (2) City Council MinutesMINUTES SARATOGA CITY COUNCIL DECEMBER 1, 2004 Mayor Waltonsmith called the Regular City Council meeting to order at 6:00 p.m. and lead the Pledge of Allegiance. ROLL CALL PRESENT: Councilmembers Stan Bogosian, Norman Kline, Nick Streit, Vice Mayor Kathleen King, Mayor Ann Waltonsmith ABSENT: None ALSO PRESENT: Dave Anderson, City Manager Lorie Tinfow, Assistant City Manager Richard Taylor, City Attorney Cathleen Boyer, City Clerk Michele Braucht, Administrative Services Director Tom Sullivan, Community Development Director John Cherbone, Public Works Director Joan Pisani, Recreation Director NEW BUSINESS REMARKS FROM OUTGOING MAYOR ANN WALTONSMITH Mayor Waltonsmith thanked her husband Rick, fellow City Councilmembers, City staff and City Commissioners. Mayor Waltonsmith highlighted the Council's completed projects during 2004. Mayor Waltonsmith discussed the City's budget shortfalls and the recent resolution of the West Valley College issues that have been around for many years. 2. REMARKS FROM OUTGOING COUNCILMEMBER STAN BOGOSIAN Councilmember Bogosian noted that in 1996 when he was first elected to Council he knew the City was built out. Councilmember Bogosian noted that he believed that his charge was to uphold the core values of this community. Councilmember Bogosian discussed the Saratoga Creek issues and urged the continued monitoring of the creeks in Saratoga. Councilmember Bogosian highlighted a few accomplishments that have happened since he took office in 1996 such as: Measure G, the agreement with Mt. Winery, the resolution of issues with West Valley College, and the resolution of the lawsuit with the Saratoga Fire District. Minutes 1 December 1, 2004 Councilmember Bogosian stated that the Library and the new Saratoga Fire Station are jewels of this community. Councilmember Bogosian noted that there is no room for prejudices and bigotry in this community. Councilmember Bogosian stated that he feels some challenges that will face the new Council is to maintain the quality of life in Saratoga, not to loose local government control, the consolidation of the two fire district, Sheriff's Office contract, maintaining individual property rights and maintain basic services within our budget. In conclusion, Councilmember Bogosian thanked his wife, Sue, for all her support. PRESENTATION TO COUNCILMEMBER STAN BOGOSIAN Mayor Waltonsmith presented Councilmember Bogosian a gift from the City of Saratoga in appreciation to his eight years of service to the City of Saratoga. 4. APPROVE RESOLUTION DECLARING OFFICIAL CANVASS OF BALLOTS FROM REGISTRAR OF VOTERS IN REGARDS TO MEASURE U AND MEASURE V STAFF RECOMMENDATION: Adopt resolution. RESOLUTION: 04-092 Cathleen Boyer, City Clerk, presented staff report. City Clerk Boyer stated that this report reflects the official results of the November 2, 2004 General Municipal Election for Ballot Measure U & V. The Santa Clara Registrar of Voters completed the official canvass of returns and has certified the votes cast. The City Council is required to declare the results of the election by resolution. Councilmember Bogosian noted that this was a historic vote. Councilmember Bogosian stated that this was the biggest vote of no confidence any Council has received since it was incorporated. Councilmember Bogosian stated that this is an indication of the depth of the lack of trust of the community in the City Council. KLINE/KING MOVED TO ADOPT RESOLUTION DECLARING THE OFFICIAL CANVASS OF BALLOTS FROM THE REGISTRAR OF VOTERS IN REGARDS TO MEASURES U & V. MOTION PASSED 5-0. Minutes 2 December 1, 2004 5. CERTIFICATION FOR NOVEMBER 2, 2004 GENERAL MUNICIPAL ELECTION RESULTS AND CANVASS OF RETURNS FROM THE COUNTY REGISTRAR OF VOTERS FOR COUNCIL CANDIDATES STAFF RECOMMENDATION: Adopt resolution and direct the City Clerk to Administer the Oath of Office to the new Councilmembers. RESOLUTION: 04-091 Cathleen Boyer, City Clerk, presented staff report. City Clerk Boyer stated that this report reflects the official results of the November 2, 2004 General Municipal Election for City Councilmembers. KLEQE/STREIT MOVED TO ADOPT RESOLUTION CERTIFYING THE NOVEMBER 2 2004 GENERAL MUNICIPAL ELECTION RESULTS AND CANVASS OF RETURNS FROM THE COUNTY REGISTRAR OF VOTERS FOR COUNCIL CANDIDATES. MOTION PASSED 5-0. City Clerk Boyer administered the Oath of Office to Aileen Kao and Ann Waltonsmith. Mayor Waltonsmith adjourned and d the meeting at 6:35 p.m. and invited the public to a short reception in the Theater lobby honoring the outgoing and incoming City Councilmembers. City Clerk ..
