1. Call to Order
Vice Chair Gipstein called meeting to order at 12:07 p.m.
2. Roll Call
Commissioners Present: Gipstein, Grover, Johnson, Manzo
Commissioners Absent: Chandra, Cross, Foscato
Others Present: Assistant City Manager Tinfow, Staff Liaison Burns, County Librarian Cervantes,
Community Librarian Barnes, Friends of Saratoga Libraries President Parker, Art Commissioner Taylor,
Resident Sue Mallory
3. Report on Posting of the Agenda
Burns reported that pursuant to Government Code Section 54954.2, the agenda For this meeting was
properly posted on Apri122, 2004.
4. Accept Agenda Items and Order
Manzo/Johnson moved to accept the agenda as presented. Motion passed 4/0.
5. Approval of Minutes of March 24, 2004 (regular meeting of the Library Commission)
Approval of Minutes of April 12, 2004 (special meeting of the Library Commission)
Both table due to lack of quorum of attendees.
6. Oral & Written Communication
Resident Mallory addressed the Commission regarding a letter to the editor of the Saratoga News and
distributed her own correspondence to the Commission in support of library user fees. Copy a part of
permanent record.
- Commission will put this on June agenda for discussion and possible action.
- JPA adopts a budget on June 3, 2004.
7. Old Business
A. Library Construction Project List -Tinfow
- Commission reviewed and edited working list distributed by Tinfow
- Lighting issues to be noted as priority on list
- Commission commended Tinfow for her management of the Library Construction Project List
Manzo/Johnson moved to categorized Other Issues 5 (PA system), 17, 18, 19, 20 (all lock related)
as safety issues. Motion passed 4/0.
Copy a part of permanent record.
B. Review 04/05 Commission Work Plan
Commission discussed and revised work plan
Manzo/Grover moved to accept work plan as revised.
After more discussion, the motion was rescinded and more revisions were proposed
Grover/Manzo moved to accept work plan as revised. Motion passed 4/0.
Copy a part of permanent record.
C. Plan for May 19 meeting with Chamber and Friends of the Saratoga Libraries
FSL will purchase food and the Chamber will supply beverages. Displays will include new card packets,
book lists, other materials available. Commissioners to lead tours.
Manzo/Grover moved that the Library Commission meet on May 26 as regularly scheduled.
Motion passed 4/0.
D. Library Map Update -Burns
Project completed.

A. Melinda Cervantes, County Librarian
- JPA adopted fines and fees policies that included some increases in March
Fines are to encourage return of materials and fees are cost recovery only; neither are designed to
be sources of revenue
- Balanced Budget Proposal to JPA on Apri122
^ JPA directed staff to explore greater use of technology to increase efficiency
• Included reduction in service hours projected to occur on November 1, 2005
^ Cupertino and Campbell to eliminate Sunday hours effective July 1, 2004
^ May build new budget proposal for next JPA meeting -June 3 -Cupertino
- Stakeholders in Measure B meeting held on Apri127
• Measure B received 61.17% approval

Don't blame voters; library
should establish user fees
I found it interesting that~at the library
recentfailure of Measure B,
and city officials inamefiiately are starting
to think about how soon they can putanoth-
ercax-increase measure on the ballot.
lnstead of blaming "voter conluston°
and lack of education about what the
library does and how it's funded, why don't
they come up with another way to fund the
library; one that is not linked only to prop-
erty owners, but shared equally by all
users: user fees!
Why not charge a yearly fee for library
cards (say $10, certainly affordable by all)
and star[ charging for all th videosnD VDs,
unlimited Internet access,
CDs and baby-sitting services?

My name is Sue Mallory of 12258 Kirkdale Drive, and I am a 37 year resident of
Saratoga, member of Friends of the Library and a continuous user of the library since
1967 with an original card from the Oak Street Library.
Letter to the Editor on April 14, 2004 by Nancy Leasia of Beauchamps Lane
Headline read "Don't blame the voters; library should establish user fees." Read Letter
I agree with her premise of user fees.
Here are some to consider:
1. An annual fee for a library card. There is not anyone in Saratoga who could not
afford a $10 annual fee. And if such a person does exist, there are probably funds
available to cover that person's fee.
2. Fees for Internet use after the first 20, 30 or 40 minutes.
3. Rentals of Videos, DVDs, CDs, Audio Cassettes and Best Seller Novels for the
first 12 to 18 months after purchase by the library.
4. Rentals of all requested books -fiction or nonfiction.
5. Rentals on all books in Foreign Languages for the first 12 to 18 months after
purchase by the library.
6. Something else to consider is a nominal fee for "HOLDS." This is probably a
cost intensive service which is provided free currently.
I would ask you to consider encouraging donations of foreign language books to enlarge
our inventory in that area without expenditure of limited funds.
I also request that hours of operation be maintained rather than curtailed by implementing
user and rental fees.

LIBRARY COMMISSION WORK PLAN FOR FISCAL YEAR 2004/2005

Continuing Education of the Community, City Council, and Our selves.
a. Understanding and communicating to the community and City
Council about the programs and services offered by the
Saratoga Library as well as at the state and county level.
b. Understanding and communicating to the community and City
Council about the financial structure of the Santa Clara County
Library system.
2. Saratoga Library Facility and Grounds
a. Review needs and make recommendations on the items
remaining to finish the library building.
b. Review needs and make recommendations on the use of the
Library Capital Improvement Fund.
3. Recruitment of New Commissioners
a. Advise Saratoga City Council regarding upcoming vacancies
several months in advance so that they may begin seeking and
interviewing new commissioners and, if possible, recommend
