Call to Order Chair Cross called meeting to order at 12 noon. 2. Roll Call Commissioners Present: Chandra, Cross, Foscato, Gipstein, Grover, Johnson, Manzo Others Present: Council Member Kline, Assistant City Manager Tinfow, Recreation Director Pisani, Staff Liaison Burns, County Librarian Cervantes, Community Librarian Barnes, Friends of Saratoga Libraries President Parker, Art Commissioner Murray, Saratoga New Reporter Basu, two (2) Representatives of Metro PCS 3. Report on Posting of the Agenda Burns reported that pursuant to Government Code Section 54954.2, the agenda for this meeting was properly posted on May 28, 2004. 4. Accept Agenda Items and Order Gipstein/Johnson moved to accept the agenda as presented. Motion passed 7/0. 5. Approval of Minutes of April 12, 2004 (special meeting of the Library Commission). Foscato/Manzo moved to accept the April 12, 2004 minutes as amended. Motion passed 5/0 (Chandra and Grover did not attend 04/12/04 meeting). Approval of Minutes of April 28, 2004 (regular meeting of the Library Commission). Manzo/Foscato moved to accept the April 28, 2004 minutes as amended. Motion passed 4/0 (Chandra, Cross, and Foscato did not attend 04/28/04 meeting). Approval of Minutes of March 24, 2004 (regular meeting of the Library Commission). Gipstein/Foscato moved to accept the March 24, 2004 minutes as amended. Motion passed 6/0 (Manzo did not attend 03/24/04 meeting). Approval of Minutes of May 19, 2004 (special meeting of the Library Commission). Chandra/Manzo moved to accept the May 19, 2004 minutes as amended. Motion passed 4!0 (Foscato, Grover, and Johnson did not attend 05/19/04 meeting). 6. Oral & Written Communication Burns read three communications to the Commission: - Save the Date for Commission Recognition Dinner -September 30, 2004 - Chandra Resignation Letter -Effective June 4, 2004 - Invitation to community Meeting -June 7, 2004 Copies a part of permanent record 7. New Business A. Commission to consider proposal to install flag pole and antenna by cell phone company on library site -Pisani Metro PCS distributed plans and answered questions about installation of an antenna camouflaged in a flagpole on the library site generating monthly revenue for the City of Saratoga. Copies a part of permanent record Manzo/Foscato moved to inform City Council that the Commission recommend proceeding with negotiations with Metro PCS after considering the proposal and after learning that Metro PCS will cover liability and ongoing cost and maintenance of flag and pole, and will mitigate impact of expansion of trash enclosure with new landscaping with the caveat that any concerns that may arise from the Community Librarian be addressed. Motion passed 6/0; 1 abstention B. Landscape Improvements After discussion regarding the lack of water for some plants and shrubs, Tinfow reported that the City was taking action to address irrigation and Commission took no action. C. Discuss floor, carpet and plumbing damage caused by soil from patrons walking through orchard and consider options to mitigate problem. Tinfow reported that the Mayor directed that a working committee, consisting of two representatives from the Library and Heritage Preservation Commissions, City Staff, Library Staff, and Novakovich, meet to discuss the problem and possible solutions. Cervantes suggested that a Redwood Middle School student be invited to participate on working committee. Gipstein and Manzo agreed to represent the Library Commission with Cross serving as the alternate. D. Community conversations regarding service reductions -Cervantes JPA direction to Commission to gather input regarding library budget reductions Manzo/Foscato moved to postpone taking action on Community conversations regarding service reductions at this time as the JPA's Library budget forecast has improved somewhat due in part to the current state budget proposal and the impending cost savings from the August 26, 2004 system-wide Monday closures and 04/05 FTE reductions. E. Use of Community Room -Barnes Reservation policy to be discussed. In response to letters posted in the Saratoga News, Barnes explained current local and JPA polices regarding the Community Room. Cross, Gipstein, and Barnes will meet to review existing policies and consider revisions that may address Saratoga resident preference in making reservations. Copies a part of permanent record. F. RFID -Circulation Technology -Barnes Tabled until September 2004 8. Old Business A. Library Construction Project List -Tinfow, Assistant City Manager • Tinfow reported progress to date • Bench honoring Willys Peck is moving forward • Meeting to be scheduled with Thompson-Pacific Copies a part of permanent record B. Review 04/05 Library Commission Work Plan Submitted to Tinfow for presentation to City Council. Johnson questioned the amount budgeted and it was determined that an error had been made and will be corrected. Copies a part of permanent record. Melinda Cervantes, County Librarian • Cupertino Library will close for 6 weeks during transition into expanded facility • State Librazian has resigned • Alum Rock Library building project underway Morgan Hill is considering a 2-story downtown library facility JPA election Committee is using June 2005 as a working date for next library funding ballot measure B. Anne Cross, Chair • Newly formed Saratoga City Foundation is seeking members • Begin recruiting Library Commissioners for current and upcoming openings • Confirmed quorum for July 7a' joint meeting with City Council C. Dolly Barnes, Community Librarian No report D. Marylou Taylor, Art Commission Liaison to Library Commission Le Murray gave report • Saratoga Reads continues to develop -Coincides with Building Bridges - Sponsors sought • Art in the Park not happening this October - Exploring Citywide/InterCommission event Merchants express support for downtown murals Rotating art at Gateway in planning stages E. Virginia Parker, Friends of the Saratoga Libraries • 04/05 Board in place • By-Law change to allow FSL to participate in ballot activities that support libraries • June 16 joint meeting with City Council • Book-Go-Round sales continue to increase • Membership increasing slightly • Seeking a manufacturer for ceramic book spines F. Lori Burns, Staff Liaison Circulated updated roster 10. Adjournment Gipstein/Johnson moved to adjourn meeting at 3:00.
