1. Call to Order
Chair Cross called meeting to order at 12 noon.
2. Roll Call
Commissioners Present: Cross, Gipstein, Grover, Johnson,
Others Present: Council Member Kline, Assistant City Manager Tinfow, Community Librarian Barnes,
Staff Liaison Burns, Friends of Saratoga Libraries President Pazker, Art Commissioner Taylor
Commissioners Absent: Foscato, Manzo
3. Report on Posting of the Agenda
Burns reported that pursuant to Government Code Section 54954.2, the agenda for this meeting was
properly posted on June 17, 2004.
4. Accept Agenda Items and Order
Gipstein/Grower moved to accept the agenda as presented. Motion passed 4/0.
5. Approval of Minutes of June 2, 2004, Meeting of the Library Commission
Gipstein/Grower moved to accept the June, 2004 minutes as amended. Motion passed 4/0.
6. Oral & Written Communication
Distributed invitation to Artist Reception.
Distributed a-mail invitation to Revenue Review Committee Meeting but Tinfow announced that the
meeting was cancelled.

New Business
A. User Fees for Library Services
Barnes reviewed State Attorney General's 1978 opinion on library fees explaining that libraries such as
Saratoga are categorized as county free organized under the education code and as such aze an extension
of free education. While free librazies are allowed to chazge for services not unique to libraries such as
access to copy machines and meeting rooms, fees may not be assessed in conjunction with loaning
materials. At the same time, the JPA approved new special user fees as well as increased fines. Flyers
distributed detailing changes.

B. July 7`n Joint Meeting with City Council
Chair to present Commission's FY 03/04 accomplishments and FY 04/05 goals.
8. Old Business
A. Library Construction Project List -Tinfow, Assistant City Manager
• Tinfow reported progress to date and will a-mail updates to Commissioners during July and August
recess
• Extension for Patio has been ordered and will take 6-8 weeks to fabricate

B. Orchard Working Committee Update -Tinfow
Council directed Tinfow to report committee membership at July 7 Council Meeting. Commission
reaffirmed its support of student representation.
C. Review 04/05 Library Commission Work Plan
• Commissioners encouraged to recruit applicants for upcoming Commission vacancies. Roster
distributed.
• All Commission Work Plans to be presented to Council at July 6s', special meeting. All
Commission Chairs encouraged to attend or designate an alternate

D. Community Room Use Policy Subcommittee Update
Policy has been revised to categorize types of users into four groups. Groups one through three require
in person reservations for the first day of the reservation period. Phone reservations may be made after
that. Group four can make reservations in person or by phone shortly before the date they want if the
room is available. Library staff will contact each user group to notify of change.

Kline reported that JPA adopted budget but a special JPA meeting has been scheduled for August 26~' if
needed to address State budget impact on library fending

• Library Stake Holders Meeting -June 29`s
-New Measure to be discussed
- Steve Tate to chair campaign committee
C. Dolly Barnes, Community Librarian
500 children registered to participate in Summer Reading Program -Track It Down
D. Marylou Taylor, Art Commission Liaison to Library Commission
• New hanging system to be inaugurated on June 28s' with exhibit change
- Shoe theme
• Sazatoga Reads continues to develop
- 7 experts committed to presentations
• Invitations to the artists' reception were sent to commissioners on July 15s'.
E. Virginia Parker, Friends of the Saratoga Libraries
• Had joint meeting with City Council
- proposed to install sign at corner of Fruitvale and Allendale identifying library
• Granted fends to purchase self-checkout machine for library and rubber bumpers for book carts
• Look forward to resolution of soil from orchazd challenge and opening of patio
