Call to Order Chair Cross called meeting to order at 12:01 pm. 2. Roll Call Commissioners Present: Cross, Foscato, Gipstein, Grover, Commissioners Excused: Johnson, Manzo One vacancy Others Present: Council Member Kline, Assistant City Manager Tinfow, Community Librarian Barnes, Staff Liaison Burns, Friends of Saratoga Libraries President Parker, Art Commissioner Taylor, KPIX Reporter Russomanno, Commission Candidates - Nilan, Lemmons, Thirumale, Sandhu 3. Report on Posting of the Agenda Bums reported that pursuant to Government Code Section 54954.2, the agenda for this meeting was properly posted on September 2, 2004. 4. Accept Agenda Items and Order Grover/Foscato moved to reorder the agenda inserting items 7C and 7D after approval of the June 23, 2004 minutes. Motion passed 4/0. 5. Approval of Minutes of June 23, 2004, Meeting of the Library Commission Foscato/Grover moved to accept the June 23, 2004 minutes. Motion passed 4/0. 7. New Business C. 2004 Library Ballot Measure - HIine and Cervantes • JPA Election Committee met on August 26, 2004, to discuss potential June 2005 ballot measure to renew current library assessment o Before making a decision, the JPA Election Committee directed a complete analysis of March 2004 election result by community and demographic and established a budget to hire a consultant to conduct a community education campaign • B. McDonnal spoke in support of the community education program and its relevance to the success of a potential ballot measure D. Proposal for bronze plaques to give permanent recognition to the donors of the "Furnishing the Future Fund" -Bill McDonnal McDonnal reported that "Furnishing the Future" was a successful fixndraising effort that raised $400,000 for furniture, fixtures, and supplemental materials for the expanded library. In exchange for various funding levels, donors received permanent recognition by way of a ceramic book spine, patio brick, or ceramic patio tile. However, currently there is no signage explaining how or why someone's name is displayed on a book spine, brick, or tile. The Friends of the Saratoga Libraries propose installing a 4"x12" bronze plaque on the exterior walls ofboth patios that reads, "COMMUNITY ROOM PATIO CERAMIC TILES PERMANENT RECOGNITION OF DONORS TO THE FRIENDS OF THE SARATOGA LIBRARIES' "FURNISHING THE FUTURE FUND" FOR LIBRARY FURNISHINGS AND ENHANCED COLLECTIONS" "CAFE PATIO BRICKS PERMANENT RECOGNITION OF DONORS TO THE FRIENDS OF THE SARATOGA LIBRARIES' "FURNISHING THE FUTURE FUND" FOR LIBRARY FURNISHINGS AND ENHANCED COLLECTIONS" McDonnal distributed actual samples of plagues and wording. The County has approved the installation of such signage inside the library. Foscato/Gipstein moved that the Library Commission recommend the installation of the two plagues at the relevant locations on the exterior of the building as described by McDonnell. E-mail from Manzo dated July 9, 2004 - BGR Volunteers Correspondence received after agenda posting F. Press Release -Santa Claza County Library to close all libraries on Mondays, Beginning October 11 Copies a part of permanent record 7. New Business A. Election of Commission Chair and Vice Chair Grover/Foscato moved to nominate Gipstein as Commission Chair. Gipstein accepted the nomination and the motion passed 4/0. Grover/Foscato moved to nominate Cross as Vice Commission Chair. Cross accepted the nomination and the motion passed 4/0. B. Commission Meeting Calendar through December 2004 Commission discussed combining November and December meetings as tradition dictates. Burns will confirm availability of Book Go Round for Dec 1, 2004, evening meeting. Commission will table until more information is available. 8. Old Business A. July 7rh Joint Meeting with City Council No additional funds appropriated by City Council. Work plan accepted as submitted. Copy of Minutes distributed. Library Construction Project List -Tinfow, Assistant City Manager • Tinfow distributed report and gave progress to date. • Grover commended Tinfow and Bames on the great strides made under Tinfow's management. Orchard Working Committee Update -Tinfow • Stakeholders meeting held in August • Problems seem to occur in spring during warm weather and increased imgation • Orchazd experienced vandalism • Library noted increased patronage by Redwood students • Fencing azound orchazd not fully endorsed • Signs were installed on Fruitvale directing Library Patrons to stay on path • Shoe brushes to be installed • School is onboard to help manage teens' behavior • Library staff distributing student behavior expectations • Increased discipline for infractions Monitor behavior and may reconvene Committee, if necessary D. Review 04/05 Library Commission Work Plan • Commission Vacancies o Potential candidates introduced o Recruitment ad in Summer 2004 Saratogan o Barnes circulated a copy of a letter she is distributed to library patrons, encouraging applications Copies a part of permanent record E. Community Room Use Policy Subcommittee Update Barnes distributed revised Community Room Use Policy. New policies were implemented during the previous reservation period without incident. Melinda Cervantes, County Librarian Closing Mondays was necessary to realize the required savings. Factors that influence the one-day per week closure included labor agreement, required library administrative support, hiring freezes. B. Anne Cross, Chair • Recognition of outgoing commissioners at the next meeting • Distributed certificates to young participants in the summer reading program C. Dolly Barnes, Community Librarian Special hands-on program for September 22 at 3:30 to include yarn painting D. Marylou Taylor, Art Commission Liaison to Library Commission • Considering an exhibit banner for art wall • Artist Reception was a success • Current Artist, Anib Schiller, has generously decided to donate proceeds from the sales of work on display in the library back to the library • Working on identifying sculpture sites throughout the City • Investigating the possibility of murals in the City E. Virginia Parker, Friends of the Saratoga Libraries • Distributed 04/05 program • Granted $110,000 for library materials • Secured contract with vendor for ceramic book spines • Web site has been redesigned Library Commission Agenda Page 3 of 4 September 8, 2004 • Participating in Building Bridges on October 10th with a Cinderella theme booth F.
