Call to Order
Chair Cross called meeting to order at 12:08 pm.
2. Roll Call
Commissioners Present: Cross, Gipstein, Grover, Manzo, Nilan
Commissioners Excused: Johnson
One vacancy
Others Present: County Librarian Cervantes, Community Librarian Barnes, Staff Liaison Burns, Friends of
Saratoga Libraries President Parker, Art Commissioner Taylor, Commissioners to be Appointed October 6th
Lemmon, Sandhu
3. Report on Posting of the Agenda
Bums reported that pursuant to Government Code Section 54954.2, the agenda for this meeting was
properly posted on September 16, 2004.
4. Accept Agenda Items and Order
Gipstein/Grover moved to accept agenda as presented. Motion passed 5/0.
5. Approval of Minutes of September 8, 2004, Meeting of the Library Commission
Gipstein/Grover moved to accept the September 4, 2004 minutes. Motion passed 5/0.
6. Oral & Written Communication
Any member of the public may address the Commission about any matter not on the agenda for this meeting
for up to three minutes. Commissioners may not comment on the matter but may choose to place the topic
on a future agenda.
7. New Business
A. Possible 2005 Library Ballot Measure -Cervantes
JPA Election Committee to meet September 23 - 12:OOnoon - 14600 Winchester Blvd
- Post March 2004 election analysis
- Scope of work for public education campaign
- Consider June 2005 ballot measure
B. 04/05 Library Commission Work Plan Update
Commission Vacancies
Appointed Commissioner Nilan and to be appointed Commissioners Lemmon and Sandhu
introduced themselves
• 04/05 Expenditures
Tabled until next meeting. Burns will bring cost for Commissioners to attend scheduled various
training and legislative events
C. Installation of Antenna and Flagpole Update -Burns, Staff Liaison
In design review -may take two months
D. Commission Meeting Calendar through December 2004
Bums to schedule Book Go Round for 10:00am December 1, 2004
E. Proposal for bronze plaques to give permanent recognition to the donors of the "Furnishing the
Future Fund"
Commission recommendation to be presented to City Council on October 6, 2004. McDonnal or Manzo
to attend City Council meeting to address questions. Burns prepared City Council report and presented
it at meeting
8. New Business
A. Library Signage at the corner of Saratoga and Fruitvale Avenues
GIPSTEIN/NILAN MADE A MOTION TO HAVE A SIGN DESIGNED TO MATCH
CURRENT LIBRARY SIGNAGE USING BOND FUNDS. AFTER DISCUSSION THE
MOTION WAS WITHDRAWN AND CROSS WILL CONTACT HERITAGE PRESERVATION
COMMISSION TO INFORM THEM ABOUT INSTALLATION OF SIGN TO REPLACE
FORMER SIGN REMOVED SURING LIBRARY EXPANSION/ORCHARD RESTORATION
PROJECTS. FURTHER DISCUSSION TABLED UNTIL NEXT MEETING
B. Designated parking for Friends of the Saratoga Libraries Volunteer
Tabled until October meeting
9. Reports: (This section is informational only, no actions will be taken.)
A. Melinda Cervantes, County Librarian
- Monday closures of branches and the bookmobile has received lobs of press
On-Line Library Services available 7 days per week
Not many questions from public regarding closure
- $1.1 million dollaz budget short fall
Hiring freeze continues
If current assessment is not continued, $5.3 million dollaz budget reduction projected in fiscal year
05/06
- Silicon Valley Reads -February 2005 -Epitaph for a Peach: Four Seasons on My Family Farm by
David Mas Masumoto
B. Anne Cross, Chair
- Commend Manzo, Foscato, Johnson (outgoing commissioners)
- Proposed agendizing Library Capital Improvement Fund as City Council charged Commission with
oversight of expenditures
C. Dolly Barnes, Community Librarian
Commended Manzo and Foscato for championing the importance of public library service and
intellectual freedom during their tenures as Commissioners
D. Marylou Taylor, Art Commission Liaison to Library Commission
- Group exhibit scheduled for art wall in November/December
-List of activities for Saratoga Reads available

- New website up and running

Grover/Manzo moved to adjourn meeting at 3:00. Motion passed 5/0
