1. Call to Order
Chair Gipstein called meeting to order at 12:04 pm.
2. Roll Call
Commissioners Present: Cross, Gipstein, Lemmon, Nilan, Thirumale
Commissioners Excused: Grover, Sandu
One vacancy
Others Present: County Librarian Cervantes, Community Librarian Barnes, Friends of Saratoga Libraries
Representative Barrera, Staff Liaison Burns
3. Report on Posting of the Agenda
Burns reported that pursuant to Government Code Section 54954.2, the agenda for this meeting was
properly posted on October 19, 2004.
4. Accept Agenda Items and Order
Cross/Lemmon moved to accept agenda as presented. Motion passed 5/0.
5. Approval of Minutes of September 8, 2004, Meeting of the Library Commission
Gipstein/Grover moved to accept the September 4, 2004 minutes. Motion passed 5/0.
6. Oral & Written Communication
Any member of the public may address the Commission about any matter not on the agenda for this meeting
for up to three minutes. Commissioners may not comment on the matter bui may choose to place the topic
on a future agenda.
No public address. Burns distributed Commission mail received at the City.
7. Old Business
A. Possible 2005 Library Ballot Measure -Cervantes, County Librarian
Kline, Council Member -not present
On October 28, 2004 at the Library Administration Offices, the JPA will vote on a measure addressing
library Funding as a result of the 2005 sunset of the current property assessment. The special election
may be held on June 7, 2005.
B. 04/05 Library Commission Work Plan Update
Commission Vacancies
Cross submitted her resignation effective after the December 1, 2004, Commission meeting. Copy
part of permanent record.
Commission encouraged to recruit replacement candidates and to invite interested parties to the
December 1 meeting.
• 04/05 Expenditures
Registration fees for CLA Conference, Ca1TAC, and Legislative Day in Sacramento reviewed.
Cross/Nilan moved to seek authorization for expenditure for City Commissioners to join
CALTAC and purchase Commission Tool Kit. Motion passed 5/0.
C. Installation of Antenna and Flagpole Update -Burns, Staff Liaison
No reportable action.
D. Commission Meeting Calendar through December 2004
No meeting in November.
December meeting to be on December 1 - 10:00am -Book Go Round
E. Proposal for bronze plaques to give permanent recognition to the donors of the "Furnishing the
Future Fund"
On October 6, 2004, City Council accepted Commission's recommendation for installation. Staff to
coordinate.
F. Library Signage at the corner of Saratoga and Fruitvale Avenues
- Commissioner Cross distributed an e-mail from Pat Bailey, HPC Chair, outlining the procedure to have
a replacement library sign installed at the corner of Saratoga and Frnitvale Avenues. Copy part of
permanent record. It recommends that the HPC, Public Works Department and Matt Novakovich
support the replacement project prior to forwarding the recommendation to City Council.
- Once support by all parties involved has been ascertained and City Council authorizes the project and
related expenditures, Donnelly Design may be retained for design, then HPC requests review of the
design as their approval is required as a part of the City's Planning Sign Permit process.
- Donnelly Design estimated the cost for the project to be between $1,500 and $5,000.
- Commissioners Cross and Nilan will work together to gain initial support for the location of the
replacement sign from HPC, Public Works Department and Matt Novakovich and will report back at
the December 1 meeting.
G. Designated parking for Friends of the Saratoga Libraries Volunteer
Burns will reseazch options and report back at the December 1 meeting.
H. Library Construction Project List -Tinfow, Assistant City Manager
No report
8. New Business
A. New Commissioners' Training
Burns distributed e-mail announcing Brown Act Training for Commissioners to be held on November
15. Copy part of permanent record.
B. Library Capital Improvement Fund
Per City Council's direction, Tinfow is researching financial data to set aside funds for large
maintenance expenditures such as exterior painting and will report to Commission when complete.
