RESOLUTION OF TN~ CITY OF 8ARATOC4~ DELEGATING AUTHORITY
TO MAYOR TO ~S;8 OFFICIAL CITY POLICY
The City Council of the City ef Saratoga hereby resolves as follows:
Section 1: There is hereby delegated to the Mayor of this City the authority
to express official policy or position of the City of Saratoga on
all matters of legislation and administrative policy beins considered by any
Federal, State or Local 8evernmental body or agency. This authority is un-
limited where the Council has theretofore o:fficially adopted such policy or
position.
SeCtion 2.: The above authorization shall include the expression of official
city policy or position where the same has not theretofore been
officially adopted by the Council, but where said Council will not meet at
a regularly scheduled meetins in sufficient time to act on adoption of said
policy or position in reM:ard to the matter at hand before such time that an
expression must be made in order to be effective. This authorization is
limited as follows:
(a) Said authority does not include the authority to irrevocably
commit the City, its Council or its funds, unless specifically
authorized by prior action of the City Council;
(b) Prior to expression of any such policy or position, the
Mayor shall make a reasonable effort to consult individual
Councilman concernin~ the same, and if able to contact
them, he shall express such policy or position with which
a majority informally concurl
(c) The Mayor s~all notify the Council promptly of any position
taken:~
(d) The Council may at any time modify or reverse any such
statement of policy or position. Failure to modify or
reverse the same at the next regularly scheduled meeting
of the ~ouncil, with knowledge of the statement, shall
automatically constitute a ratification of the same.

his personal opinions or views on any topics, where such expres-
sion plainly identifies the same as personal and not official City policy.

Section 4: The:'term y heroinabove used shall also include the Vice-
~yor at all times that the Mayor is absent from the City of Saratoga.
The above and foregoing resolution was passed and adopted this 1st day
of Marc,h, 1961, by ehe following vote:
