HomeMy WebLinkAboutCity Council Resolution 222 RESOLUTION NO. 222 RESOLUTION OF THE CITY OF SARATOGA REQUESTING THE CONGRESS ~F THE UNITED STATES TO SUBMIT A CONSTITUTIONAL AMENDMENT PERMITTING THE RETENTION OF THE FEDERAL SYSTEM OF REPRESENTATION IN STATE SENATES WHEREAS the United States Supreme Court has recently rendered an opinion radically affecting the time honored and historically rounded apportionment of the State Senates of the various States of these United States, including the State Senate of the State of California, and WHEREAS it is inherent in our form of balanced government that there be two houses, one house being elected to office on the basis of population, and the other being elected to office on the basis of district representation, conmonly known as the Federal System, which is the system prevailing in the Congress of the United States, and WHEREAS the above Court decision would, in prohibit- ing for the State of California what is permitted and pre- scribed for the Federal Government, give control of the State Legislature in the State of California to a limited geographical area of this State, and WHEREAS this City feels there is an urgent necessity to eliminate the gross imbalance above-described, and to insure the continuation of State Senate membership being apportioned on the basis of County District representation, NOW, THEREFORE, BE IT RESOLVED: The Congress of the United States, and specifically Senators Thomas Kuchel and George Murphy, and Congressmen Charles S. Gubser and Don Edwards is and are hereby requested to forthwith propose and submit an appropriate amendment -1- to the Constitution of the United States permitting the retention of the Federal System of election of membership in the Senates of the various States of these United States, and BE IT FURT~R RESOLVED that a certified copy of this resolution be forthwith transmitted to the above named United States Senators and Congressmen. The above and foregoing resolution was 'passed and adopted at a regular meeting of the City Council of the City of Saratoga held on the 3d day of March, 1965, by the following vote: AYES: councilmen Glennon, Drake, Hartman, Tyler, Burry NOES: None ABSENT: None ATTES' -2-
