WHEREAS, the City Council of the City of Saratoga endorses the
need for review by the State Legislature of the right of local public
agencies to legislate in the field of morals and vice; and
EREAS, Governor Edmund G. Brown has indicated a willingness to
permit legislative consideration of the problem of pre-emption;
NOW, THEREFORE, BE IT RESOLVED that this City Council does urge
the Governor to place this vital matter before the forthcoming special
session of the Legislature so that members of the Assembly and the Senate
can consider and act upon legislation to resolve the problems of pre-emption
in the fields of morals and vice and take affirmative action to benefit all
the people of California.
PASSED AND ADOPTED by the City Council of the City of Saratoga,
State of California, this 2nd day of February, 1966, by the following
vote:
AYES: Councilmen Glennon, Drake, Hartman, Tyler
NOES: None
ABSENT: Councilman Burry
