HomeMy WebLinkAboutCity Council Resolution 506 RESOLUTION NO. 506 A RESOLUTION OF TE~ CITY COUNCIL OF THE CITY OF SARATOGA CREATING AN ARCHITE6TURAL AD~IS0RY COMMITTEE TO ASSIST TEE PLANNING COMMISSION IN ITS DESIGN REVIEW Fbt~CTIONS WHEREAS, the Saratoga Planning Comissien is charged with the re- sponsibility for review of the design of all non-residential structures and many residential structures in Saratoga, and W~~ the Design Review Committee of the Planning Commission, charged with the responsibility for this review, occasionally encounters a design problem requiring consultation with individuals possessing additional expertise in the sa-t of design; NOW, T}~.I{EFORE, RE IT RESOLVED that there is hereby created an Architectural Advisory Committee to the Planning Commission to assist the Commission in executing its Design Review Functions, BE IT FJRTNER RESOLVED T~AT the Architectural Advisory Committee shall consist of a panel of at least three (3) suitably qualified residents of the City of Saratoga, to be appointed by the Mayor, with the advice and consent of the Council and to serve at the pleasure of the Mayor. Term of office shall be othervise four (4) years and shall begin on January 22. The members of the Committee shall be properly qualified by training and experience to act effectively in their functions and responsibilities. The Committee shall meet when requested by the Design Review Committee of the Planning Commission at times and locations mutually agreed upon by the Chairman of both Committees. BE IT FURTHER RESOLVED THAT the Committee shall function only in an advisory capacity to the Planning Commission, or a committee of the Commission, for the purpose of reviewing the exterior design of new construction or of exterior ~emodeling of existimg Struct~es in all zoming districts of the city to the extent that the Design Review of such new construction or existing structures is otherwise required by the o~dinance. BE IT FURTHER RESOLVED TEAT in reviewing application for Design Review of new construction and/or remodeling, the Design Review Committee of the Commission may, at their discretion, refer proposed designs to the Advisory Committee, and shall then arrange to meet with, or shall consider the report of the Committee in recommending approval, conditional approval, or disapproval of the designs under consideration. BE IT FURTHER RESOLVED TNAT the Planning Commission, its committees and the Advisory Committee, shall insure that the proposed plans meet the following architectural objectives and criteria: (1) The City is primarily a residential area consisting of single-family homes, most of which are one-story with wood, stucco, or brick exteriors, and shake, shingle, or tile roofs. All other structures should be in harmony with this over all character. (2) In the Village area particularly, an effort shall be made to preserve the atmosphere of a quiet country town of the early 190O's. (3) The architecture of all proposed structures should be compatible with immediately neighboring structures. (4) Whenever plans are submitted for a site situated on the fringe of two (2) adjacent areas having differing architectural characteristics, the building design should, if possible, be compatible with both architectural types. BE IT FURTHER RESOLVED TEAT the objectives of design review of proposed structures shall be harmonious, balanced ~esign, which is in turn in harmony with the specific area, and with Saratoga as a whole. It is not practicable either to specify or to prohibit specific styles of architecture, but glaring, obtrusive differences in style, and structures involvimg extreme lines, angles, or large expanses of glass, concrete, or metal are to be avoided. Design Review shall encompass placement of buildings and parking, landscape plans, and design and placement of proposed signs, as well as the exterior design and styling of buildings themeelves. Adequate attention shall be given to all building elevations rather than concentration on those elevations visible from the front of a given site.
