RESOLUTION OF JOINT AGREEMENT BETWEEN
THE CITY OF SARATOGA AND THE C0UNTY
OF SANTA CLARA REGARDING HOUSING AND
COMMUNITY DEVELOPMENT ACT OF 1974
WHEREAS, the Congress of the United States has enacted the Housing and
Community Development Act of 1974; and
WHEREAS, Title I of the Act consolidates previously separate grant programs
for open space, public facility loans, water and sewer grants, urban renewal,
model cities and rehabilitation ~oans; and
WHEREAS, Title I makes available entitlement grants to: (1) cities whose
1970 Census population exceeds 50,000 persons and (2) counties who qualify as
an urban county; and
WHEREAS, ten cities in Santa Clara County have a 1970 Census population
less thami:::~ 50,000 persons; and
WHEREAS, these same ten cities may join with the County of Santa Clara to
form a combined 1970 Census population of 200,000 or more persons, qualify as
an urban ~ounty~ and thus be eligible for an entitlement,
NOW, THEREFORE, BE IT RESOLVED that the City of Saratoga forms a cooperative
agreement with the County of Santa Clara to further pursue the advantages and
disadvantages of such funds under Title I of the Housing and Community Development
Act of 1974 for the City of Saratoga~
The above and foregoing resolution was regularly introduced and there-
after passed and adopted at a regular meeting of the City Council of the
City of Saratoga held on the 12th day of November, 1974, by the following
vote:
AYES: Councilmen Bridges, Brigham, Diridon, Kraus and Smith
