RESOLUTION OF THE CITY OF SARATOGA
APPROVING THE APPLICATION FOR 1974 STATE GRANT MONEYS
CONGRESS S~IINGS PARK ACQUISITION PROJECT
WHEREAS, the people of the State of California have enacted the State
Beach, Park, Recreational and Historical Facilities Bond Act of 1974, which provides
funds to the State of California and its political subdivisions for acquiring lands and
for developing facilities for public outdoor recreation and historical purposes; and
WHEREAS, the State Department of Parks and Recreation has been delegated
the responsibility for the administration of the program within the State, setting
up necessary procedures governing application by local agencies under the program; and
WHEREAS, said procedures established by the State Department of Parks
and Recreation require the applicant to certify by resolution the approval of
applications prior to submission of said applications to the state; and
WHEREAS, said applications contain assurances that the applicant must comply
with; and
WHEREAS, said procedures further require the applicant to possess an adopted
plan showing parks and recreation lands and facilities, existing and proposed; and
WHEREAS, the City's present General Plan was adopted by the City Council
on August 7, 1974; and
WHEREAS, the proposed Congress Springs Park Acquisition project appears
on the Ctty's present General Plan, is consistent with the CALIFORNIA O~TDOOR RECREATION
RESOURCES PLAN, and is in conformity with the STATE ENVIRONMENTAL GOALS AND POLICY REPORT;
and
WHEREAS, the project is compatible with the lmd use plans of those
jurisdictions immediately surrounding the project;
NfM, THEREFORE, BE IT RESOLVED that the City Council hereby;
1. Approves the filing of an application for 1974 state grant assistance; and
2. Certifies that City understands the assurances in the application; and
3. Certifies that City has or will have sufficient funds to operate and maintain
the project;
4. Certifies that City meets the planning requirements and that the project
is compatible with the land use plans of those jurisdictions immediately
surrounding the project, and
5. Appoints the City Manager as agent of the City to conduct all negotiations,
execute and submit all documents including but not limited to applications,
agreements, amendments, payment requests, and so on which may be necessary
for the completionof the aforementioned project.
The above and foregoing resolution was passed and adopted at a regular meeting
of the City Council of the City of Saratoga held on the 3rd day of September ..., 1975,
by the following vote:
