HomeMy WebLinkAboutCity Council Resolution 751 RESOLUTION NO. 751 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SARATOGA CONCERNING AMENDMENT OF THE CITY'S FIRST PROGRAM YEAR APPLICATION UEDER T~ HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974 WHEREAS, the City Council of the City of Saratoga has previously entered into a cooperative agreement with the County of Santa Clara to participate in the Housing and Community Development Act of 1974 and receive funds for approved programs under Title 1 of that Act; and WHEREAS, H.U.D. regulations require a specific amendment of the approved, existing application should the Community budget be utilized on new or different activities other than those included in the approved Community Development Program; and WHEREAS, The City of Saratoga proposed to make two such program amendments in the form of: (1) The allocation of the sum of $1,300 for a proposed data processing project to complete and analyze significant information contained in a City-Wide assessment of elderly housing needs, in the form of the Saratoga Senior Citizen Housing Task Force questionnaire, intended to provide the previously established Senior Citizen Housing Task Force with important information relevant to their final recommendations to the City Council concerning the use of funds and deter- mination of alternatives necessary in addressing housing needs of the elderly; and (2) Demolition of a non-conforming structure situated on City-owned property, shown as a second year program activity, this amendment would permit demolition during the first program year, the specific objective being the raising of existing non-conforming service station building located within an area of the City corfm~ercial (Village) core, the site previously purchased by the City is intended to be developed as a multi-purpose circulation and open-space corridor, anticipated demolition costs will amount to $3,000 and any resulting surplus of funds from this program activity shall be reallocated to an HCDA Urban Beautification Project the primary objective of which is landscaping and beautification treatment along Big Basin Way, the major east~-west corridor in this area, and also the same street as the intended demolition site; and WHEREAS, this amendment proposes to divert the sum of $4,300 ($1,300 questionnaire processing and analysis and $3,000 demolition of non-conforming structure) from first year program allocations to E1 Quito Park Development, Phase II with program activities for the first year consisting of the development and installation of park facilities with a budget of $40,000, the proposed amend- ment would reduce this figure temporarily to $35,700, the amount of $4,300 to be replaced in the E1 Quito Park Project budget during the second program year from funds allocated to (a) Senior Citizen Housing and, (b) Demolition of a non- conforming structure on City-owned property, NOW, THEREFORE BE IT RESOLVED that the City of Saratoga amends its first program year application to include the sum of $1,300 for questionnaire processing and analysis, information to be gained in this endeavor will relate directly to the accomplishment of item C-i, Senior Citizen Housing short-term objective, as found in Saratoga's approved Community Developmant Plan as follows: The short-term objective of this priority program need will involve a follow-up report and alternative analysis by a recently appointed Senior Citizen Housing Task Force. It is anticipated that the first Conmunity Development Act program year will provide adequate time for the Task Forc% staff and City Council to formulate recommendations and policy regarding use of the funds and the alternatives necessary in addressing the elderly housing needs. The second and third program years will be used to either landbank the total allocation or be utilized for alternates determined by the Task Force and concurred in by the City Council. Part Two of this amendment will have the effect of temporarily reallocating =the sum! of $3,000 from funds not anticipated to be entirely utilized in the E1 Quito Park, Phase II program as shown in item C-3; C-3 (3) ~1 Qui~o Park Development - Phase II The short-term objective of this activity will involve implementation of an existing Master Plan for this existing park site. Development activities for this park may include a school age obstacle and play area, picnic area and facilities, bicycle course and pedestrian pathways. First-year priority will involve major capital material acquisition and partial installation. Second year funds will complete facility improvements and full use is anticipated by third program year. So that demolition of a non-conforming structure on City-owned property originally indicated as a second year program may be accomplished during the first program year, as indicated in item C-5 of Saratoga's Community Development Plan below: Demolition of Non-Conforming S~Uzz'cture on City-owned Property This short-term objective involves razing an existing non-conforming service station building located within an area of the City commerical (Village) core. This site was purchased by the City and intended to be developed as a multi-purpose circulation and open space corridor. Although under Coummanity Development Act funds, it is not a first year priority, it is a project to be funded and completed by the second program year.
