RESOLUTION OF THE CITY OF SARATOGA AMENDING
THE CIRCULATION ELEMENT OF THE GENERAL PLAN
BY ADDING A NORTHWEST CIRCULATION PLAN
WHEREAS, the City of Saratoga has identified as an objective
of the Circulation Element of its General Plan a preparation of
circulation plans for undeveloped areas of the City; and
WHEREAS, the City of Saratoga, upon completion of extensive
studies, has caused to be prepared a Northwest Circulation Plan
consistent with the goals and policies of the General Plan; and
WHEREAS, the City of Saratoga Planning Commission at a regular
meeting in accord with Government Code Section 65351, held a public
hearing on April 27, 1977, in review of the Northwest Circulation
Plan; and
WHEREAS, the City of SaratOga Planning Commission on April 27,
1977, recommended to the City Council for adoption of the Northwest
Circulation Plan; and
WHEREAS, the City Council of the City of Saratoga, in accord
with Government Code Section 65355, held a public hearing on June 15,
1977, July 6, 1977, and January 4, 1978, in review of the Northwest
Circulation Plan; and
WHEREAS, after initial study conducted in accord with the
Environmental Quality Act of 1970 and Resolution Series 653, the
Planning Director prepared a draft of a proposed Negative Declaration
for this project on the seventeenth day of April, 1977, and notice of
such preparation was given in accord with CAC Section 15083(D); and
WHEREAS, on this ~5~h day of February , 1978, it
appearing to this Council that this project will ~ot have a significant
effect on the environment, and such proposed Negative Declaration should
be adopted;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Saratoga as follows:
(1) The draft Negative Declaration for this project,
dated April 17, 1977, prepared by the Planning
Director in accord with Resolution 653-3, Section
2: (6)-(A) thereof, be and the same is hereby
adopted, and it is hereby directed that a copy
thereof be attached to file with a notice of
determination; and
(2) The attached Northwest Circulation Plan (Exhibit A
hereto) be and the same is hereby adopted and made
a part of the Circulation Element of the General
Plan of the City of Saratoga, and said General Plan
is hereby declared to be amended accordingly; and
(3) It is the City's intent that if Quarry Road is
used as a through street, it be required to be
brought up to City street standards and dedicated
and maintained as a public street; and
(4) To implement plan, it is desirable to develop
Hillmoor Drive first; if, however, this is not
possible at the time of development of Fremont
School District property, then the Kreisler Court
connection is to be made.
The above and foregoing resolution was regularly introduced
and thereafter passed and adopted by the Saratoga City Council on
the 15th day of February , 1978, by the following
vote:
AYES: Councilmen Kraus, Corr, Bridges
NOES: Councilman Brigham
ABSENT: Councilman Matteoni
