A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SARATOGA REQUESTING ATTORNEY
GENERAL INVESTIGATION INTO ELECTION FRAUD
AND URGING OTHER LOCAL GOVERNMENTS TO SEEK
ACTION TO PREVENT ABUSE OF ELECTION PROCESS
WHEREAS, the right of each qualified citizen to vote is
a right granted by the Constitution of the United States of America
and the Constitution of the State of California; and
WHEREAS, the City Council of the City of Saratoga desires
to protect each of its citizens' right to vote; and
WHEREAS, information has been presented to the City
Council indicating that the election process has been abused
through widespread registration of non-citizens and illegal aliens,
forgery in the registration process and withholding of registration
postcards by those charged with delivering the postcards to the
County Registrar;
NOW, THEREFORE, BE IS RESOLVED by the City Council of
the City of Saratoga as follows:
1. That the City Council of the City of Saratoga
hereby requests that the following action be taken to protect the
election process and prevent its abuse:
(a) An investigation by the State Attorney General
into the abuses listed above.
(b) The adoption of legislation by the State Legisla-
ture which would repeal the registration by
postcard process.
(c) Adoption of legislation by the State Legislature
requiring that proof of citizenship be presented
at the time of registering to vote.
(d) Adoption of legislation by the State Legislature
imposing harsher penalties against those who are
convicted of crimes dealing with violations of
the election process.
2. That the City Council of the City of Saratoga calls
upon and urges other cities in Santa Clara County and the County
of Santa Clara to join with it in requesting that the above reforms
to the election process be implemented.
3. That the City Clerk of the City of Saratoga is hereby
authorized and directed to present a copy of this resolution to all
State Legislators who represent citizens of the City of Saratoga
and to the inter-governmental council, the County of Santa Clara,
and the cities of Santa Clara County.
