HomeMy WebLinkAboutCity Council Resolution 2221 RESOLUTION NO. 2221 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SARATOGA DECLARING ITS INTENT TO ESTABLI.~H AND MAINTAIN A PAVEMENT MANAGEMENT PROGRAM WHEREAS, the network of public streets is a vital and fundamental element of a community's infrastructure, providing the primary means of transportation for people, goods and services; and WHEREAS, adequate and proper maintenance of public streets is a basic responsibility of City government; and WHEREAS, the community of Saratoga has reached the phase of its development where many of its streets are at or near the end of the useful life of pavement surfaces and are in need of a comprehensive program of pavement maintenance in order to preserve the integrity and value of streets; and WHEREAS, the City Council has directed an analysis of the condition of the pavements throughout the City maintained network of public streets and, as a result, a Pavement Management Program has been developed for the community which calls for annual expenditures in excess of current street maintenance efforts in order to properly maintain and preserve the network of City maintained streets serving Saratoga; and WHEREAS, in order to obtain the most effective results of a Pavement Management Program, a statement of policy is needed. NOW, THEREFORE, BE IT RESOLVED: 1. That the City Council hereby declares its intent and determination to establish and maintain a Pavement Management Program in order to provide adequately for the proper maintenance of public streets within Saratoga and to fulfill the City's responsibilities to its residents; and 2. That the City Council hereby commits to spend a minimum ors 500,000 for the Pavement Management Program during the fiscal year of 1985-]986, and to include such amount in the annual budget of the City for such fiscal year.
